臺灣非正規學習認證制度之現況、問題與改善策略

摘要


本研究旨在參採國外先進國家終身學習政策中之非正規學習成就認證的理念與制度,以檢視我國非正規教育課程認證的現況、發展特色及成效,並深入探討我國非正規教育課程認證的缺失及困境,再透過文獻資料的分析與辯證,進一步提出改善我國非正規教育課程認證之策略因此,本研究目的有四:(一)探討非正規學習成就認證的理論背景與發展模式。(二)檢視臺灣非正規課程認證的實施成效與困境。(三)分析與探究歐洲國家推動非正規學習認證之各項經驗。(四)提出改善臺灣非正規學習認證制度之策略。為達成上述研究目的,本研究採文件分析與文獻探討法。經過相關理論探討與現況分析之後,並參採國外推動非正規認證之經驗。最後,根據研究結果提出相關結論與建議。

This study focuses on the non-formal curriculum accreditation system, problems and improved strategies in Taiwan. Based on the literature review of non-formal learning accreditation of foreign countries, document analyses of non-formal curriculum accreditation of Taiwan. The study will also explore the status, problems and improved strategies of accreditation systems. The aims of the study are as follows: 1) To explore the experiences of foreign countries, theory backgrounds and development model of non-formal learning achievement accreditation. 2) To analysis policy development and implementation of non-formal curriculum accreditation in Taiwan. 3) To probe into the effectiveness and weakness of non-formal curriculum accreditation in Taiwan. 4) To offer some suggestions for improving the policy of non-formal curriculum accreditation. Based on the conclusions of the study, we proposed some specific recommendations for accreditation learning reform in Taiwan.
