宜蘭縣政中心地區的動態空間結構模擬

The Simulation of Yiland County Government Area by Dynamic Spatial Structure Modeling

摘要


多核心都市動態空間結構模式(Dynamic Spatial Structure Modeling of Multi-core City, DSSM of Multi-core City)是以整合租金函數與細胞自動體的一般近鄰模式及中地理論門檻需求的門檻近鄰,研究各種空間因素對都市空間結構的影響。自錢世晧與劉小蘭(2006)建立DSSM多核心城市模式的初步架構與模擬;也進行了直角與非直角路網的分析(錢世晧、劉小蘭與詹士樑,2007a),並對公共設施(學校)的配置區位(錢世晧、劉小蘭與詹士樑,2007b)進行分析;然對於實際的城市空間發展並未進行實證研究。宜蘭縣政中心地區為宜蘭市新規劃的社區,距離舊市中心約3 km,面積為238公頃計畫人口為12520人,宜蘭縣府於民國86年三月完工,89年開始進行抵價地配地,為北宜高速公路通車的房地產熱門區位。進行本研究原因一方面縣府是一個離開舊市區的跳躍式開發,規劃的發展型態簡單而值得研究,可以作為全台各地新市區開發研究的參考;其二是本模式可以直接的模擬出租金的分佈狀況,及土地使用者在已有的空間配置狀況下的逐期的分佈模式,研究以動態發展觀點提供開發與規劃的建議;其三本地區鄰近地區正進行科學園區的規劃,該地區將直接的影響已有的地區規劃,本研究則可為未來整體發展的研究基礎。本研究將依統計資料將人口分為多種所得與家庭組合的類型,在Super GIS Spatial Analyst Extension註1的網格中計算每一類的租金分佈,依其租金的競爭力按次選取最高租金網格,而獲得移入人口的分佈狀況。

The Dynamic Spatial Structure Modeling of Multi-core City (DSSM of Multi-core City) integrated the rent function, neighborhood model and threshold neighborhood model to study the effect of urban spatial structure by spatial factors. Chyan and Liu (2006) created the initial frame and simulation of DSSM of Multi-core City, and analyzed on the two-tier right and un-right angular roadway (Chyan, Liu and Chan, 2007a), than to study the configuration of public building, primary school (Chyan, Liu and Chan, 2007b). They did not do any reality study for the real city development. The Yiland County Hall Area is a new development community of Yiland City with 3km distance of downtown. It has 238 hectares and 12520 planning people. The Yiland County Hall has constructed in March, 1997, and distributed the land of construction funds in 2000. It was a hot area of the real estate market in the opening of the Taipei-Yiland Highway. The first reason to study this area is the Yiland County Hall area is a jumping development of downtown. The clear circular planning of area has the worth for consultation of the new area development study on any city of Taiwan; The second reason is this study can simulate the distribution of land user and rent for every period and the study conclusion could give the advice for dynamic development; The third reason is the county government is planning a high-tech industrial park at neighborhood area and the study will be a base of entirety development study. This study will classify the family income according the statistical data, calculate the rent distribution of every classification family to get the distribution of family with rent competition, than to simulate the distribution of commercial service with the minimum distance of consumer market to create the multi-level core-periphery, analysis the spatial structure of dynamic development, and finally, bring up the advice the planning and development.
