摘要

由於WEB-GIS提供使用者完全視覺化操作介面，使得使用者不需專業訓練即可藉由圖型介面的操作取得所需資訊，目前除用於測繪、物流、調度等常見領域，亦可見視訊觀光多媒體等遊憩事業也納入應用範圍，由此可預見WEB-GIS系統的用將可逐步整合多種不同領域的應用。本文將以WEB-GIS技術結合電信業者簡訊系統，建置災害預警系統，使災害發生時能以最短時間通知相關人員躲避或疏散，本系統的建置將有助於降低人員的傷亡及財產的損失。

Since Web-GIS provides users a completely visualized manipulation interface, users do not have to have professional trainings to be capable of obtaining the intended information through the figured interfaces. Right now it is commonly used in surveying, logistics, dispatchment and other common fields but also adapted for various video multimedia tourism applications. This shows the capability of Web GIS in integrating applications for different domains. This paper intends to construct a Hazard Early-Warning System by integrating Web GIS technologies with telecom Short Messaging System (SMS), to alert all related persons, in the shortest time possible, to shelter or evacuate when a hazard event takes place. This system will aid to reduce casualties and the loss of valuable properties.
