臺灣煤礦產文化資產保存及再利用初探

A Study on Preservation and Reuse of Coal-mining Industrial Heritagein Taiwan

摘要


煤礦曾是台灣經建發展中不可或缺的動能之一,本研究以位於平溪支線上猴硐、十分、菁桐地區之煤礦產業文化資產作為主要研究範疇,探討其所具有歷史、文化、技術、科學的價值,更檢視其近年來做為推動臺灣近代化產業文化資產保存及再利用的一種體現及現況。目前平溪線上的3處煤礦文化資產自2002年開始陸續轉型再利用,多採原貌保存或單點式館舍再利用,雖有部分逐漸轉為博物園區之經營模式,但仍有維護管理與資源應用上難以整合、過度觀光化、活動性質相近及缺乏社區參與等困境,難以彰顯其平溪線煤礦文化資產的特殊價值與再利用之重要性。因此本研究以田野調查及文獻研究整合釐清平溪線煤礦文化資產保存及再利用的現況及問題,參考國內外相關再利用案例,提出以網絡策略整合平溪線上煤礦產業文化資源,以一個新形態的再利用策略整合行銷,並依據平溪線現有的煤礦文化資源,因地制宜,將現有的困境轉化為動力,預期達到本區域的整體性維護、行銷整合及公眾參與提升、以產業文化資產帶動區域發展等效益。

Coal used to be one of the inevitable powers in Taiwan's economic construction development. This study bases on the coal-mining industrial heritage sites in Hou-tong, Shi-fen, and Jing-tong located on Pingxi Line as main study area to probe into its value of history, culture, technique, and science. In addition, it looks atthe development of coal-mining industrial heritage as an embodiment and current situation of promoting the preservation and reuse of Taiwan industrial heritage in recent years. Currently, the 3 sites have been reused in succession since 2002. Most of them are preserved originally or reused individually, however, parts of them have gradually transformed into the reuse mode of ecological park. There are still problems of difficulty in integrity of maintenance management and resource application, over tourism, similar activities, and lack of community involvement. Therefore, it's hard to show the value as well as the importance of reuse of coal-mining industrial heritage on Pingxi Line. The study uses field research and documentary analysis to integrate and clarify the problems and current situation of coal-mining industrial heritage on Pingxi Line. Learning from domestic and abroad cases of reuse projects, we suggest a strategy of networking to integrate coal-mining industrial heritage resources. The study expects to achieve the beneficial results of integrated maintenance, integrated marketing, promotion of public involvement and inspiring regional development by means of industrial heritage in this area.
