公共無線區域網路發展及與電信產業之競合關係研究

摘要


網際網路的發展,加速了人類資訊傳遞的速度。近年來,行動電信通訊或是無線區域網路接取上網,不僅為使用者創造了資訊傳遞移動性,更創造了新的使用者價值。未來各類型的無線通訊技術將持續競合的趨勢,創造異質多接取網路整合環境,滿足多樣化使用者以及不同使用環境的需求。 傳統無線區域網路(WLAN)是無線接取技術在辦公室及家庭內的SOHO應用,而公共無線區域網路(P-WLAN)則將無線接取技術應用從SOHO市場轉向公用市場,為無線區域網路產業催生嶄新的價值體系,創造全新的營運模式。以此趨勢為基礎,本研究主要的主題與結論包括: 1. P-WLAN服務之發展 P-WLAN服務定位為無線通訊技術整合平台的角色並具備新市場的破壞性創新潛力。P-WLAN服務在WLAN產業進行新的價值創造。 P-WLAN服務的主要威脅來自於各類競爭者—電信業者、替代品、潛在進入者。 2. 電信產業與P-WLAN服務之競合關係下,電信業者之P-WLAN服務經營模式: 本國電信產業正處於極度不對稱的市場均衡。因此任何一家電信業者試圖在現階段打破均衡,促成 “Voice is free”時代的來臨時,都會引發內部事業衝突的財務危機、員工反彈以及組織冗員與解構電信市場均衡狀態所引起的壓力等問題。因此電信業者共同的最佳策略都是『不進入P-WLAN服務市場』,維持目前市場均衡狀態。 相對地,獨立經營者不僅是以外力介入方式解構電信市場均衡狀態,同時也會解決電信業者競爭的窘態。根據本研究分析,電信業者共同的最佳策略會轉變成『現階段不進入,未來以收購方式進入』。獨立經營者將催化“Voice is free”時代的來臨。 業者以獨立經營者的身分進入市場,並與電信產業一起擴大P-WLAN服務市場,是最有利的經營方式。台灣的P-WLAN服務經營者應以輸出P-WLAN整體方案到全球市場為願景,成為全球首屈一指公共無線區域網路服務的領導國家。

The prevalence of Internet enhances human beings high speed of information exchange. The recent technology advances in mobile telecom and wireless LAN (WLAN) give us not only the information exchange mobility, but also brand new user-values. In the future, different kinds of wireless communication technology will converge to make a Heterogeneous Multi Access Network integrated environment in order to meet versatile user needs in various applications environment. Traditionally, wireless LAN technology has been widely used in small office and home applications. The emergence of public WLAN(P-WLAN)further extends its applications from SOHO to public access market, which creates another added value to WLAN technology and implies a brand new business model to deploy the WLAN in public sector. Given the above trend, our analysis topic and conclusions are as follows: 1. Development of P-WLAN service P-WLAN may serve as the platform for wireless communication technologies integration and possesses the potential of being a disruptive innovation of new market. P-WLAN service precedes a brand new value creation in WLAN industry. The major threats to P-WLAN service originates from various competitors: existing telecom competitors, substitutions, and potential entrants. 2. The business model of telecom operators under the co-opetition relationship between telecom industry and P-WLAN service. The domestic telecom industry is in extremely asymmetrical market equilibrium. Anyone of the telecom operators breaking the equilibrium and therefore triggering the advent of “Voice is free” age will not only cause the pressures which results from deconstruction of telecom market, but also results in redundant personnel problems and some interior conflictions such as financial crisis and employee’s resistance. So, the best strategy of the telecom operators is “Do not get into the P-WLAN market” in order to sustain the market equilibrium. Relatively, the independent non-telecom operator may make the equilibrium of telecom market deconstructed by outside force, and therefore, solve the awkwardness among telecom operators’ competition. The best strategy for the telecom operators, according to our analysis, is “Do not get into the P-WLAN market now and acquire a P-WLAN operator in the future”. Independent operators will serve as the trigger to the advent of “Voice is free” Age. The way that the non-telecom operator gets into the P-WLAN market as an independent operator and augments, together with telecom operators, the P-WLAN service market is the most likely feasible P-WLAN business model. Taiwan’s P-WLAN service operators should take global market total solutions export as a vision and Taiwan should be able to become the P-WLAN leader country in the world.
