米塞斯的經濟公平觀─以佔領華爾街運動為觀察

摘要

本論文主旨在於探討米塞斯的主觀主義的「人的行為」之經濟理論，這是米塞斯討論所有經濟學問題的起點，也是他認為的正確研究經濟問題的工具和途徑。進一步以米塞斯的「人的行為」理論為基礎，探討米塞斯如何看待資本主義自由市場制度相較於其他經濟制度（如：共產主義）的優缺點。最後，以2008年發生於美國的「佔領華爾街運動」為觀察之事件，利用米塞斯的經濟學觀點詮釋與批判該運動所提出的公平訴求，當米氏看到近年來貧富不均擴大，權貴世襲和財團壟斷市場的現象，他是否還會堅持資本主義和自由市場是良善的經濟制度？抑或是他有好的良方可以解決這些問題？
本文採取一般常用於規範性論文的文獻分析和敘述性研究路徑，文獻分析是間接研究方法，文獻可以跨越時間的限制，它可以幫助我們了解過去、重建過去、解釋現在及推測將來。首先對米塞斯重要的經濟學專業論著進行詳細閱讀，整理米氏的經濟思想重要觀點，以及從相關的奧地利學派經濟學家對市場運作和國家權力干預的觀點，找出他們支持自由市場的理論依據，和米塞斯理論互為觀照；並輔以報章雜誌等相關資料，對「公平」的個人和社會影響作分析，了解公平與道德、公平與貧困、公平與自由、公平與效率之間的權衡利弊。並在本文中蒐集相關調查研究資料庫之統計數據，對於文字敘述提供清楚又容易理解的圖表來輔助說明，俾利有助於快速抓住「佔領華爾街」運動和美國社會不公平現象之關鍵。
　　本文結論認為：米塞斯的個人主義經濟學觀點，以及當代經濟學者對經濟不平等問題與繁榮發展的地區差異問題之實證研究皆一致表達：解決「不平等」問題需要考慮人的行為動機這個核心問題，只有切合人性的經濟制度才能有效解決不平等問題。否則脫離人性的其他方法只是適得其反，甚至戕害個人自由，在個人不自由的境況下，表面上平等的分配並非真正「公平」，因為「公平」乃蘊含倫理意涵的綜合性道德狀態。

The essay intends to discuss Austrian Scholar- Ludwig Von Mises’s economic thought that include “Human Action theory”, “credit creation and economic bubble”, “free market economy theory” and “individual freedom versus economic equality thinking” . Especially Human Action theory, it is the ultimate Foundation of Von Mises’s economic science thinking. And the theory be used to explain why “Capitalism” always better than “Socialism”. Socialism is frequently considered more equality and humanism. But Von Mises oppose to the general idea and unmask the cowardly cheat of Socialism. I apply Von Mises’s economic thought to explain and criticized “Occupy Wall Street Campaign”, because the campaign participant urge that “99% people against 1% elites” ─ a similar Socialism appeal.
The essay take Documentary Analysis and Informational Analysis as research method. First step, I read Von Mises’s articles and essays and other Austrian Scholar’s article (e.g. F. A. Von Hayek, M. Rothbard). Second, I find some articles of “equality and efficiency”, “equality and freedom”, “equality and poverty”, “equality and well-being”, that help me grasp the word-equality- meaning. And how we keep it balance between equality and other moral value. Finally, I gather media materials about “Occupy Wall Street Campaign”.
The Essay conclusion: Von Mises’s economic theory clearly express an idea – Capitalism can’t cause the inequality problem, but Socialism do. If we want to solve inequality problem, we’ll obey human action principle, what’s more, choose an economic system which suits with selfish motive. Otherwise, “Socialism ideology” perhaps doomed individual freedom.
