摘要

本論文試圖針對桃園縣平鎮市調解委員會調解案件的績效，進行研究，並提出增進該調解委員會績效的改革作法。在研究的進行步驟上，本論文分為三個階段，分別是對調解制度一般性事項之探討、桃園縣平鎮市調解委員會之研究、增進桃園縣平鎮市調解委員會調解績效的作法之研議。本論文最終的研究結果，針對下列四大項，提出具體建議：(1)平鎮市調解委員會在市公所定位之調整，(2)平鎮市調解委員會組成上之改革，(3)平鎮市調解委員會運作方式上之變革，(4)鄉鎮市調解制度之長期改革方向。

Seeking to understand the performance of the Ping-Jen City Mediation System, this thesis inquires into the subject matter in depth and presents a series of suggestions regarding the method and procedure improving the performance of the Ping-Jen City Mediation System. The thesis consists of three parts: the general rules governing the township mediation, the institution and function of the Commission for Township Mediation in Ping-Jen City, the formulation of measurements improving the Commission's performance. The thesisproposes, in conclusion, four suggestions: the institutional adjustment of the Commission for Township Mediation in Ping-Jen City, the reformation of the Commission's formation, the improvement of the Commission's proceedings, and the long-term improvement for the institution of the Township Mediation.
