台海兩岸軍事機構互訪可行性之研究

摘要


近幾年來,如何維持台海的和平安全與政經發展是海峽兩岸領導人必須共同面對的重要課題。欲使兩岸關係從潛在的衝突中緩解 ,有許多須要努力的途徑。而台海兩岸軍事機構互訪為可行方案之一。 本文所指「軍事機構」依國軍組織編制現況,概分為四類型: 1.軍事機關2.軍事院校3.部隊基地4.軍方相關智庫。 本文內容,除緒論及結論外,餘區分為四章,約十萬餘字。 第一章「信任建立措施」與「軍事信任建立措施」的意涵、分類及其緣起與發展。 第二對中共建立信任措施實踐之檢視。 第三章台海兩岸建立軍事互信機制—軍事機構互訪限制因素及其解決方法。 第四章台海兩岸建立「軍事互信機制」—軍事機構互訪可行方案之探討。 假定台海兩岸都有追求和平的共識與建立軍事互信機制之誠意,若能作反向思考,暫時擱置主權爭議,在不觸動政治議題前提下,雙方領導人均秉持「中共不武,台灣不獨」為處理兩岸各項議題的基本原則,以集體安全觀出發,採多元化之新思維及新作為,尋求共同的交集點,來追求兩岸經濟繁榮之理念,而台海兩岸軍事機構互訪才有推展的空間。

In recent years, the leaders of both the PRC and Taiwan have been tackling an essential issue on how to maintain cross-strait peace and security as well as to boost economic development. There are many endeavors both sides should take to ease tensions and further to defuse a potential conflict. One of those efforts is the military exchange on the level of institutions or organizations. The “military institutions” indicated in this thesis are divided into four categories according to the current Taiwan military organization. They are military institutes, military schools, military bases, and military think tanks. This thesis mainly consists of four chapters to the introduction and conclusion.The first chapter introduces the definition, the origin, and the development regarding “the build-up of a mutual trust mechanism” and “the set-up of a mutual military trust mechanism.” The second chapter reviews the practice of “the build-up of a mutual trust mechanism” on the PRC. The third chapter deals with “the set-up of a mutual military trust mechanism” across the Taiwan Strait, which mainly focuses on the limitations, problems, and solutions.The fourth chapter explores possibilities and discusses agendas in terms of the “mutual military trust mechanism across the Taiwan Strait.” Under the good-will circumstance with “No Taiwan Independence” and “No China Invasion,”direct Beijing-Taipei government-to-government talks could start and more dialogue will focus on some substantial practical issues such as economic, agricultual, and direct transport links. Both sides should put the political and ideological issues aside, and only seek for mutual interests and profits by way of cooperation. We definitely believe that the goal of a mutual trust mechanism will be reached and regional prosperity as well as security will be obtained.
