台北地區民生用水最佳策略研究

摘要

本研究主要是利用線性規劃的方法及經濟學中的供需理論，來探討以淨水廠為供給的主要來源，在台北地區的民生用水用水量與水價上的相互關係與變化影響。
研究中所使用的變數來源以水源、水價為主，水源以台北地區五大淨水廠，水價則是以台北自來水事業處公佈水價7.5元為主，藉由最佳化的方式，計算在不同水價時，所求出的最大總收入，配合經濟學的供需理論「價格與需求量呈反比」之關係式，假設X為水量，P為水價，另加上用水係數a、b，a為常數，b為平移常數。運用最佳化模式與供需模式來計算五大淨水廠十二個月份之經濟水價，並配合水量的不同來證明水價反映出的實際成本。
由結果中可以發現，根據供需理論所推算出的數據，在台北地區的五大淨水廠除了直潭淨水廠外，其餘四座淨水廠的經濟水價都高於實際水價。而當水價提高，用水量就會減少，而在不同水價由最佳化的處理後，發現水價愈高，總收入愈多，用於未來水資源方面的規劃更有充足的資金，同時也證明了以價制量的觀點，達到限制用戶用水上的節制，在枯水期或突發事件時的緊急供水或調度上能有足夠的水量來使用。
由於目前台北地區除了台北市五個淨水廠外，另還有支援台北縣的板新淨水廠，未來計劃台北縣市共飲翡翠水，故勢必合併運用六座淨水廠，因此在水價的制定對水量的運用會產生很大的影響。因此，制定合理水價為刻不容緩的。

The purpose of this study is to obtain the maximum total profit by using the linear programming and supply and demand theory in economics.
Water price to announce with government water price $7.5 , using the optimization, calculate in different water price, the largest gross incomes asked out, cooperate with the supply and demand theory of economics「price and demand, in the form of relation that inverse ratio」, supposing X as the water yield, P is water price, adds water coefficient a, b , a is a constant, b is a translation constant. Use the optimization and supply and demand way to calculate the economic water prices of 12 months of five major water treatment plants, cooperate with the difference of water quantity to prove the actual cost that water price reflected.
As the outcome we got from above, water price is raised, water consumption will be reduced, prove at the same time that makes the view of quantity with the price, reach and limit the control on the user water, urgent water supply at dry season or accident can have enough water yield use at the dispatcher.
