山區道路預算分配最適化之研究-以臺北市為例

摘要


隨著社會經濟及區域土地發展趨勢,政府對於各項建設用地之取得愈呈困難,必須編列鉅額預算來辦理徵收並進行公共工程之興闢,惟受限財政困難,道路新闢不易,使得道路養護工程的預算已遠遠超過新闢之預算,如何將有限的山區道路養護經費作有效運用,已是道路主管機關重要課題。 本研究利用集群分析法(Cluster Analysis, CA)篩選出三個層面、九項評估準則。再經由層級分析法(Analytic Hierarchy Process, AHP)進行分析,分析結果第二層評估層面,排序及權重為:第1為「專業評估」(權重值=0.537),第2為「預期效益」(權重值=0.296),最後為「資源調配」(權重值=0.167)。 依層級分析法求得之各層面及評估準則權重值,檢討現行臺北市政府山區道路維管機關之預算編列架構,改善傳統人為主觀決策因素,透過此預算編列分配模式,期能在有限財源下,將預算做更有效之運用。

With the trend of social economy and regional development, government has more difficulty acquisition of land for infrastructure use. Before our government starts public works, they need to have a budget plan for acquisition of land. However, with the financial shortage, building a new road is never a simple issue. Budgets of maintenance engineering are much higher than that of building a new road. How to allocate our limit budget of maintenance engineering effectively is definitely an important issue for the competent road authority. The research is filtered into 3 factors and 9 evaluation principles by Cluster Analysis(CA), and we analyze by means of Analytic Hierarchy Process(AHP). The ranking and weight results of the second evaluation factor are as follows: The first one is “Professional Evaluation”(The weight is 0.537), the second is “Expected Benefits”(The weight is 0.296), and the last one is “Resource Allocation”(The weight is 0.167). We get the weight data of all factors and evaluation principles by AHP method. And, we examine current budget frames for the competent mountain road authority of Taipei City government. Under limited budget, we hope this thesis could help improve traditional subjective decision-making factors, and what is more, allocate our budget more effectively.
