捷運系統營運階段之安全衛生管理探討

摘要


根據統計,目前臺北捷運系統每日平均運量超過110萬人次,此一攸關民眾運輸系統之運作及服務品質,係仰賴在營運過程中數千名員工以及勞務性、專業技術性及工程施工之承包廠商作業人員,於不同時段分散於帶狀的營運路線各場站全天候執行清潔、維護、維修及服務工作,始得以提供一安全可靠舒適便捷的運輸品質。 由於營運中之捷運系統從業人員所處之工作場所乃屬帶狀空間之特殊環境,此與製造業或營建工地人員之工作場所為集中於固定範圍內之廠區或工區而有所不同。故若欲以有限的安衛管理人力配置,達到全面性、全天候且有效的防護管理,實有其困難度。因此,在維護旅客安全及服務品質的同時,如何尋求以科學化之災害管理方法,建立完整的安全衛生管理機制,以保障捷運系統從業人員之安全與健康,實為確保大眾捷運系統之營運安全及服務品質的基本防災課題。 本研究藉由相關文獻回顧,探討職業災害發生之基本模式,以及安全衛生管理基本理論;並蒐集臺北捷運系統歷年員工及承包廠商所發生之職業災害案例,再加以統計分析災害之類型;此外,亦配合臺鐵於95年3月10日所發生撞死五名施工人員之重大工安事故案例分析,模擬探討捷運系統營運階段安全衛生管理之情況,期望研擬出一套積極有效且符合國內捷運系統營運之安全衛生管理機制,以達到預防職業災害發生,確實保障捷運系統內從業人員之安全與健康,並提供國內軌道運輸業在營運階段時對於勞工安全衛生管理之參考。

According to the statistics, the average transportation rate of MRT surpasses 1,100,000 people per day at present. This populace transportation system is relied on thousands of the quality of staffs, contractors with their professional skill set and expertise to work in the belt-shaped transport routes all day long to have the well execution on maintenance and quality of service. That can provide the comfortable convenient transportation quality. Those MRT jobholder whom worked in the belt-shaped environment, are different from the personnel in the manufacturing industry to concentrate in the fixed range the factory district. It is getting certain level of difficulty to achieve the full range coverage, with effective protection all day long while having the limited manpower only. Therefore, how to maintain the passengers’ safety and service quality, and how to seek of the best disaster management method by using the scientific mechanism, to ensure the transportation of security and the service quality of the populace MRT system is the major issue. This research will refer to the related literature review, to discuss professional disaster fundamental mode and explore the theory of management of safety & health management. And collected all the occupation disaster cases happened in Taipei MRT system which included both MRT staffs and associated contractors during the past years, then to perform the statistical analysis model. In addition, also referred to the case of Taiwan Iron Company that caused 5 constructors been killed in the accident on Mar.10th, 2006, to simulate the situation of the management of safety & health on Taipei MRT system, expected that can draw up a set of the safety and health management mechanism for positively and effectively MRT system. And to prevent the professional disaster, providing the truly MRT system safety to the jobholders, besides, to have the reference on the management of safety & health to those whom been worked into the domestic transportation industry when they go real operation.
