我國與英美國家教師專業倫理守則內涵差異之研究-以高職教師觀點

A Study on the Difference of Teacher Professional Ethics Codes among Taiwan, US and UK-From the Viewpoint of Senior Vocational School Teachers

摘要


本研究旨在探討我國與英美國家教師專業倫理守則內涵差異之研究-以高職教師觀點,針對156所高級職業學校(簡稱高職)之專任教師,透過研究者自行編製之問卷進行調查。透過比較分析我國與英美的教師專業倫理守則,進而編製五點量表之問卷,再以分層隨機抽樣法選取五十所高職學校之1000名受試者進行問卷調查,並根據回收後的有效樣本624份進行統計分析後,再編製訪談大綱,針對學者專家、高職校長、全教會理事、高職主任各一位進行訪談。 研究結果顯示:1.我國與英、美教師專業倫理守則共同重視的內涵包括教師為專業工作者並為社會文化價值的維護者,重視教師專業素養以及教師與學生、家長、社會(區)的關係。2.相較於英、美二國之教師專業倫理守則,我國教師專業倫理守則較缺乏教師與同事之關係、對資料保密之倫理關係、對不同種族的學生給予公平的對待及對悖倫行為的處理。3.我國教師專業倫理守則重視教師應為學習者、應主動關心學生、成績評量權、補習規範、政治及宗教上中立及師生戀之規範,均為英、美二國所缺乏之部分。4.我國高職教師對我國、英國、美國之教師專業倫理守則特有之內涵,均有高度的認同,顯示出提我國高職教師對教師專業倫理守則期望頗高。5.年紀較大、年資深或有擔任行政職務比年紀輕、年資淺或沒有擔任行政職務的高職教師對教師與學校行政、社會(區)之倫理關係的贊同度顯著較高。 最後本研究根據結論,針對實務上及後續研究者提出建議。

The aim of this investigation was to study the perspective of the Sensior Vocational School Teachers on the Codes of the teacher professional ethics. The study was performed by surveying full-time teachers from 156 vocational high schools using the questionnaire. The 5-rating-scale questionnaire was designed by the investigator based up the comparative analysis of the Codes of the teachers’ professional ethics of USA, UK and Taiwan. Stratified random sampling was used to select 1000 teachers from 50 vocational high schools for the survey. 624 effective samples were collected and analyzed statistically. Interview questionnaire was outlined outline based upon the analysis results. Expertise in the field, Principal of the vocational high school, one member of the council of the national teachers’ orgnization, and chief of vocational high school, one in each category was interviewed. The results indicate that: 1. In common, codes of the teacher professional ethics of Taiwan, USA and UK value the teacher as professional worker and social culture value vindicator; and value the teacher’s professional accomplishment and the relationship between teacher, student, parents, and community. 2. The US and UK principle of the teacher professional ethics mentions the relationship between the teacher and the colleague, the ethics of information confidentiality, being fair to students of different races, and how to deal with disobedient of the ethics. These are not included in our principle. 3. While the followings are not included in the Codes of USA and UK: our Codes emphasizes on that the teacher should be the learner and care about the students actively. Regulation for grading, after-school program, political, religion as well as having an affair with student are all standardized. 4. Our Sensior Vocational School Teachers agree with our codes and the US and UK codes of Professional Ethics of unique content,showing that provide Our Sensior Vocational School Teachers high expectations of Professional Ethics Codes of Teachers. 5. Aged and senior ones with administration duty agree with the administration ethics and the ethics of the teacher and the community more than those who are junior without any administration experience. Lastly, based upon the conclusion the study practically suggests future direction for further investigation.
