軍事營繕工程知識管理需求之探討

摘要


經調查統計得知國軍建築物屋齡超過10年以上者約佔84%,其中又以屋齡層在21至50年間佔全部建築量體的72%為主要。若依據內政部『房屋建築及設備明細表規定』對加強磚造建築物的正常使用壽命為45至55年,則軍事建築物絕大部份都未達使用年限,故仍須以維護工程為主。 目前國軍軍事營繕工程在國防部軍備局工程營產中心所使用的套裝軟體為『國軍營產網際網路地理資訊系統』及『國軍工程管理資訊系統』兩種,此兩種資料系統並不能互相通用,在『國軍營產網際網路地理資訊系統』方面可以查詢地籍資料、土地所有人和建築物造價,但其造價並非正確的金額,因為國軍營繕工程在建案之初,皆以全案金額為主,並未區分維修、新建及其他附屬設施,更無法提供確切之建築物或單一營舍有關的生命週期、維護成本及維護資訊。除此之外,在『國軍工程管理資訊系統』方面僅能提供單一工程執行之規劃設計、施工監造和工程驗收期程,無法得知營舍之維護成本。 如能整合此兩系統之優點並擴充至國軍各工程、營產執行單位,將可有利於提升資訊傳承或資料的管理,並有助於簡化作業流程和縮短各階段時程,有鑑於此,本研究乃構思藉由知識管理分享平台之理念,將『國軍營產網際網路地理資訊系統』及『國軍工程管理資訊系統』之相關資訊整合,以建構一套可作為軍事營繕工程相關知識探勘及資源分享的系統架構方向。

The most common constructions for military are built with brick wall, because the building with brick wall can be used for 45-55 years according to The House Building and Equipment Detail Provision. Hence,most military constructions are getting worse but still need to work,therefore the maintenance activities of military construction are getting normal. The Armaments Bureau Engineering Camp produces the center adopt military construction internet geographic information system and military engineering management information system to maintain military construction engineerings. The military construction internet geographic information system can supply to inquire cadastre, building owners and construction cost. Owing to lack of life cycle of building, accurate construction price, and maintained cost and information, But the military construction internet geographic information system can not provide complete information. Moreover,the military engineering management information system only supply planning and design, construction and supervise works, and check and acceptance. To promote data management and information sharing and to shorten process of treatment,the integration of above two systems and data sharing of other department of military construction engineerings are needed. In this study, the military construction internet geographic information system and military engineering management information system will be integrated by the ideal of knowledge management sharing platform. The fundamentally established concept and direction of integrated system can be presented such as analysis of complete information, knowledge mining, and data sharing for military constructions.
