聚氯乙烯建材回收再利用及發展方向之研究

A Study on Recycling and The Direction of Development for PVC Building Materials

摘要


聚氯乙烯塑膠類建材具耐潮不易變形、無甲醛、耐用等特性,在無燃燒的行為下,並不會產生戴奧辛,對人體造成傷害,因此在市場上佔有一定之地位,但由於缺乏完善回收機制,對環境造成重大衝擊,加上政府永續、環保等綠色政策的推動,建立完整聚氯乙烯塑膠類建材之回收機制勢在必行,如此一來便能提升產業競爭力,落實「人本健康、地球永續」的目標。本研究之研究結果如下: 一、 由「專家學者意見」、「生產製造調查」、「回收再利用調查」、「消費行為調查」四個方向進行產業現況調查與深度訪談;並分析四種不同回收料摻配比例之產品做為依據,建立「聚氯乙烯建材回收再利用機制」,使建材於生命週期中持續循環使用,減少對環境所造成的衝擊與破壞。 二、 第一階段運用模糊德爾菲法篩選重要之評估因子,再以此為基礎進行第二階段層級分析法,瞭解各評估因子之相對權重,建構「聚氯乙烯建材回收再利用機制評估指標」,並以建材生命週期觀點劃分為:「回收再利用」、「節約能源」、「環境保護」、「安全防災」四大面向與十六個項目。 三、 聚氯乙烯回收料品質規範係參照「綠建材標章」通則評定要項基準訂定之,且回收料來源不得為來自台灣地區以外之聚氯乙烯廢棄物。 四、 聚氯乙烯建材回收料使用量基於建材物性,與廢棄物預計可回收量兩者權衡考量,建議回收料使用牆板類建材比例至少50%(重量百分比),管材類建材與保護材約100%。

PVC plastic building materials with a moisture-resistant, not easily deformed, formaldehyde less, durable and other characteristics. If there is not behavior of combustion, it will not produce dioxin to harm health. Therefore it is an important in the market, but the lack of perfect recycles plans, resulting in a significant impact on the environment, and government promotes sustainable development, environmental protection and other green policy to establish a complete PVC plastic materials recycling is necessary. Then it can upgrade industrial competitiveness and implement "Health people and earth sustainable". The results: 1. This research Survey "opinion of experts", "manufacturers", "recycling", "consumer behavior" for PVC building materials. And analyze four different blend proportions of recycled material products. The objective is establishing of "PVC building materials recycling plans". Let building materials continue recycling in the life cycle. Reduce the destruction to the environment. 2. The first phase uses the Fuzzy Delphi Method to filter important factor of evaluation system, and execute the AHP of the second phase to be based on the first phase. The objective is understanding the relative weights of evaluation factors. Then establish "evaluation system of PVC building materials recycling". And from the view of building materials life cycle is divided into: "recycling", "save energy", "environmental protection", "security and disaster prevention" four levels with seventeen projects. 3. Refer "Green Building Materials Label" basic norms to study and draw up PVC regrind quality norms. And Sources of PVC regrind is not from outside Taiwan. 4. The PVC regrind usage amount of recycled building materials consider the building materials physical properties and PVC waste recovery amount, PVC of wallboard types draw up PVC regrind ratio to be least 50% (weight percent). PVC of pipe types and protection types is about 100%.
