氣體產業RFID應用平台經營模式之研究

摘要

氣體產業市場產值年約200億新台幣，從業員工約10萬人。乙炔係一種危險性高的氣體，因其活性強，幾乎可用來製造無限量之有機化合物。乙炔氣體廠內部現場灌氣流程管理機制，對於乙炔鋼甁移動頻繁、追蹤不易之特性，具有高危險性氣體，應用無線射頻辨識系統(RFID) 技術以建立鋼瓶識別及追蹤管理制度，鋼瓶檢驗管理及回收管理機制建立，更可有效防止鋼甁冒用。 然而，氣體產業大部份都是中小企業，本身資訊化的完整性不足，與相關人員投入在資訊系統上的人力資源也不夠，因此以資訊平台的創新觀念的模式作為氣體產業在資訊應用上創新管理模式加以研究探討。本文首先藉由文獻探討產業導入RFID作業模式與資訊服務委外的經營模式。氣體廠及經銷商與資服業者如何藉由氣體產業共通平台的應用，歸納出適合氣體產業使用之管理模式；文中並透過專家訪談的實地調查方式，以個案研究方式，針對氣體廠、經銷商、直銷客戶與資訊服務業者建立一套合適平台經營模式。文中會進行分析，最後推導出結論與建議。

The annual output value of gas industry far exceeds NTD 20 billion in Taiwan, with all its employees totaled about 100,000 in payroll. Acetylene is a kind of highly dangerous gas and is frequently used to produce unlimited amount of organic compound just because of its high activity. The management methods are widely applied during the on-site steel bottle filling procedures in all the acetylene gas plants. Due to its highly-mobile and difficult-to-trace characteristics, all the steel bottles are discerned and controlled by Radio frequency identification (RFID) technology. Through the establishment of steel bottle check and retrieval mechanism, the false use of steel bottles can by far be prevented effectively.
However, most of the gas plants are categorized into small-and-medium industry in its majority. The information integrality is not only insufficient in itself, but also the related and dedicated human resources are very lacking. As a result, the study and discussion of the innovative management model related to the information application through the information renovation in the gas industry seems very popular these days. Firstly, this text probes into the types of operation in this industry through the introduction of RFID operation and contracted Application Service Provider (ASP) service application. Through this platform, all the gas plants, distributors and ASP come into an agreement of a suitable management style. In this article, the on-the-spot interviews with the experts and the case studies in connection with all the gas plant runners, distributors, direct sale end users, and ASP sum up an ideal management style for this industry. All the above-mentioned topics will be analyzedand. Then it comes out a sound and thorough suggestion in the end.
