空調/熱泵熱水系統更新工程發包策略探討

摘要

國內公共工程品質及發包過程，始終無法讓國人信任，尤其是工程完工後，設備之保固維護問題，常可發現工程品質在保固期結束後(通常約完工後一∼二年)，設備即開始出現問題，事後經常叫修，甚至需更換新品以維持其功能。而廠商之理由或說詞，不外乎人為使用操作不當，保固未含維護保養，機關單位未請廠商定期維護等原因，致使設備處於停擺狀態，讓當初辦理採購之承辦單位備受責難，甚至疑惑花巨額經費所買的設備為何品質如此低劣，與私人企業所買之同樣設備之品質為何相差頗大？
本研究所探討之空調設備佔學校能源費用支出比例非常高，機關辦理採購往往是採傳統最低標之決標模式，致衍生上述問題;且設備有其一定使用年限才可辦理更換，亦造成機關困擾。因此，本研究之研究方法係採問卷及蒐集歷年公共採購案件與實際案例「宿舍熱泵熱水系統更新工程(熱泵屬空調系統）」做分析，研擬如何於符合政府採購法規範下，有效透過採購招標過程，改善傳統最低標之低價搶標，設備品質低劣問題;制定合於法規要求之招標規範、使空調/熱泵熱水系統之採購商品能符合經濟效益，延長使用之壽命。｢促使廠商有意願參與投標，提供高品質設備產品及完善維護保養穩定設備效能，機關單位免於困擾，有效節省機關費用支出。｣

The quality of contracting process of domestic government works cannot increase people's trust, especially on the equipment's warranty and maintenance issues following with the project was finished. The equipment often breakdowns and needs to be repaired or even replaced to a new one for keeping its operational function at the end of warranty period (usually 1~2 years after completion). The manufacture used to make lots of excuses, such as improper operation, no maintenance in warranty period and no periodic maintenance which will cause in the equipment in malfunction situation. This kind of performance result is totally different with private’s, therefore will put citizens in unsatisfied with quality even questioning in illegal procurement procedure.
As air conditioning equipment discussed in this paper has huge proportion in school's energy expense. The school always chooses the lowest price of bidder in general then will cause such problems as mentioned above. Meanwhile, the equipment can’t be renewed until with enough time period will also cause difficulty in maintenance. Therefore, research methods used in this study includes questionnaires survey, statistical calculation of public procurement cases and practice case analysis of renewal projects of dormitory heat pump and hot water system. The purpose of this study is to find out how to effectively improve quality resulted from lowest price of bidder by the process of procurement bidding complying with the Government Procurement Act. A legal tender specification making the purchasing facilities of heat pump/hot water systems has economic result and longer lifetime. Meanwhile can make manufactures willing to bid and provide high quality equipment with maintenance for keeping their efficiency so that can decrease troubles and save budget cost.
