私立學校營建工程以BOT模式經營之可行性分析

摘要

以私立元智大學規劃興建的室內溫水游泳池作為研究對象，探討以B.0.T(興建-營運-移轉)模式去經營私立學校營建工程的可行性。
在推動民間參與興建學校室內溫水游泳池計畫前，應先辦理可行性評估，評估可行後，才可辦理後續的招商作業，其中可行性分析包括：法律、市場、技術、財務等四個構面。
透過個案研究的方式，提供私立學校在推動B.O.T模式時，可行性分析作業程序的參考。

This research focuses on the development of the B.O.T strategy for an indoor swimming pool located in Yuan-Ze University. We will discuss about the feasibility of building up this swimming pool with B.O.T (Build-Operate-Transfer) processes.
First, the feasibility analysis is studied before we start to encourage private enterprises to join our project. If the feasibility analysis is positive, we can invite companies to join us. The feasibility analysis includes four parts: Law, Marketing, Technology and Finance.
Through this project, we can provides an example for private universities which would also promote B.O.T model on school.
