近代台灣幼教政策發展之研究-比較福利國家觀點

摘要


台灣的幼兒教育在五十多年來的忽視下,法令廢弛過時,政府投資嚴重不足,家長只好求助私部門,卻也因此產生許多亂象。 自從80年代政府解除戒嚴後,台灣公民社會意識抬頭,對於政府責任的需求與呼聲日益高漲,「福利國家」每每在選舉的時候喊得震天嘎響,然而台灣的幼教福利道路該如何走,才是最符合社會、政府的最大利益,必須要有審慎的思考詳盡的規劃,才能畢竟全功。 本研究的目的在探討德國、瑞典、英國及美國等四個福利國家典範的經驗作為我國的參考依據。 第四章從教育政策、制度、歷史發展及當代社會特殊因素等,探討不同理論模式國家各種幼教政策的源起與成敗的因素。 另外,為能夠將四個國家的幼兒教育政策置於相同的基準做客觀的比較,本研究以Esping-Andersen的福利國家理論及教育社會學為基礎,建立一套共同的評量基準,分別就:社會權利、福利混合經濟、福利的輸送方式、資源分配公平性(社會正義)、階級平等性與教育選擇權等六個向度對各國做客觀的比較整理。 第五章將以相同的標準,審度我國的幼兒教育政策與整體的環境生態,並針對近年來政府所推動的各項新政策與草案逐一研究,從國內外相關學術研究、民間社團、社會觀點與政府各階層的觀點,加以整理分析。 最後於第六章,再針對本研究的六項評準,將我國的政策發展與先前的四個福利先進國家結果做比較,試圖找出最適合我國長期發展的理想路線,作成結論,提供作為政府相關部門與關心幼教的社會人士未來的參考建議。

The preschool education of Taiwan is under ignoring for over 50 years, the decree relaxation out of date, governmental investment is seriously insufficient; parents have to turn to the private department for help, also produce a messier. After the government removed the martial law, in the eighties of last century, Taiwanese citizen's social consciousness resumed, as to the thing that the demand and voice for government's responsibility grow to even greater heights, The 'welfare state' always be loudly asked for by the candidates while electing each time, but how should the preschool education welfare policy be in Taiwan, it is the greatest interests according with the society, government most, must have scrupulous exhaustive planning of thinking , could after all the whole work. The purpose of this research is to probe into the experience in models of four welfare states, such as Germany, Sweden, Britain and U.S.A. etc. as the reference basis of our country. Chapter four from policy for education, system, historical development and contemporary social special factor, etc., probe into different national sources of different preschool education policies of theory way and get up with the factor of the success or failure. In addition, in order to put and do to the same datum objective comparison of the policies for education of the children of four countries, this research is based on the theory of welfare state of Esping-Andersen and educational sociology, set up a set of common commenting amount data, separately on: Social right, mixed economy of the welfare, transport way, resource allocation fairness (social justice) of welfare, class getting equal and educational right to choose, etc. six make objective comparison arrangement to degree to various countries. Chapter five with the same standard, will observe and judge the environmental ecology of the policies for education of children of our country and the whole, and study one by one to every new policy and draft that the government promote in recent years, from domestic and international relevant academic research, Mass organizations, social view, and The views of government's different departments, put in order and analyze. In chapter six finally, and then comment accurately to six items of this research, develop the policy of our country with the previous advanced country's result of four pieces of welfare to compare, attempt to find out and is most suitable for the ideal route that our country develops for a long terms, do into a conclusion, offer as government's relevant department and the social personage's who care about the preschool education to be reference.
