非營利組織參與社區總體營造之研究─以大嵙崁文教基金會為例

A Study of Nonprofit Organization Participating in the Community Development: Taking Takoham Foundation as an Example

摘要

本文旨在探討非營利組織─「桃園縣大溪鎮大嵙崁文教基金會」在何種機緣下參與社區總體營造；「大嵙崁文教基金會」在社造歷程中所扮演的角色；他與地方公、私部門單位組織間的互動關係對社區總體營造的影響；以及基金會推動社區總體營造的功能與價值及其發展困境；基金會是否具備獨力推動社造與整合地方資源的能力。本研究採質性研究方法，根據深度訪談及文件分析，獲得以下結論：
一、桃園縣大溪鎮大嵙崁文教基金會是自發性及政府政策引導下參與參與推動社區總體營造的。
二、基金會扮演著地方火車頭引導的角色，她能指導、提攜地方的其他社造組織發展。
三、基金會與文建會、桃園縣政府關係良好，與大溪鎮公所彼此關係由密而疏。與歷史街坊再造協會互動關係良好；與形象商圈、部分社區發展協會既競爭又合作的關係；與達文西瓜文史工作室的關係較為疏遠，接近對立關係。對社區總體營造推動的影響性，在不同時期造成一定的影響。
四、基金會促進地方經濟發展，保存歷史文物，倡導藝文活動，提升地方人文氣息等功能與價值受到地方的肯定。
五、基金會目前的困境是，經費短絀，地方首長不支持，組織架構不利發展，人力資源不足，無法發揮基金會社造的特色。
六、基金會獨力創造社造議題的能力待增強；無能力整合地方組織為地方做出更大的貢獻。

This study probes into a nonprofit organization—Takoham Foundation in Dashi Town, Taoyuan County to explore the reasons why it participates in the integrated community development, its importance in the process of the development, the influence of the interactions between the foundation to the public and private organizations, the function and difficulties during the promotion of the development, and whether the foundation is able to integrated local resources to promote the development alone. This research adopts Qualitative Research Approach to conduct interviews and document analysis. The results are following:
i. Takoham Foundation participates in the integrated community development voluntarily and it is under the instruction of the government.
ii. The foundation leads the local development. It can instruct, guide, and support other organizations.
iii. The relationships between the foundation to other public and private organizations cause certain influence in different periods.
iv. The foundation brings about an advance in local economy, keeps the history relic, and advocates activities of literature and art. These functions are praised by the local people.
v. The present predicaments of the foundation are insufficient funds, unsupportive local government, unfavorable institutional framework, and insufficient human resources. None of these can bring the foundation’s characteristics into full play.
vi. The foundation is not able to integrated local organizations and it cannot promote the community development alone.
