Leisure industry is one of Taiwan’s emerging industries; however, it is still an immature industry after developing for over ten years the main reason is that most of enterprises in Taiwan’s leisure industry are small-sized. In terms of human resource and allocation, rotation system has been regarded as the basic condition for employee promotion and implemented by banking industry for many years. In comparison, since Taiwan’s leisure industry has small-sized and other characteristic, little researches focus on human resource and allocation of this industry. Therefore, due to the gap of empirical study, this study discusses the whole impact after rotation system implementation in leisure industry, proposed the view of increase business turnover and reduce turnover rate for enterprise, and enhance staff job satisfaction for employee.
