村里守望相助隊與警察機關夥伴關係之研究-以新北市永和區為例

A Study on the Partnership Between neighborhoodwatch patrol and Police, Using Yonghe District, New Taipei City as an Example

摘要

村里社區之治安為台灣社會安定的基礎，在警力有限時，村里守望相助隊便成為社區治安重要的助力，將村里守望相助隊與警察機關之關係運用於公私夥伴關係上來研究，透過「社區治安」的公私夥伴關係，將警政單位結合村里民眾共同為社區治安努力，讓社區生活更加安全，並善用村里及社區人力資源，共同推動社區治安工作，強化社區自我防衛能力，以建構優質的治安社區。
公私夥伴關係的概念在近年來不斷的被社會科學與公共行政所提及與探討，將村里守望相助隊與警察機關夥伴關係之加以深入研究，探討社區居民與警察機關共同維護治安，此一相輔相成的夥伴關係能讓社區治安更為完善，也是本研究所要探討的重要議題。
民力協助警察維護治安功不可沒，村里守望相助隊與警察機關存在著是一種公私協力夥伴關係，研究者期望以透過擔任警察工作實務經驗，並配合相關文獻資料蒐集研析及國外英、美、日國家村里守望相助隊與警察機關夥伴關係研究，輔以訪談村里守望相助隊相關人員、公部門(警政、民政機關業務承辦人員)及社區居民之方式，了解目前新北市永和區守望相助隊與警察機關夥伴關係及角色定位，治安功能及其運作上各類問題，以強化治安治理之理念提升警察功能，透過公私夥伴關係結合村里守望相助隊治安防護網絡，強化社區安全維護為理想目標，透過以新北市永和區為例，希望能將此研究成果作為新北市其他行政區域推動村里守望相助隊與警察機關夥伴關係實務界參考。

The stability of Taiwan's society lies in safety in each borough and community. When the police force is stretched out, neighborhoodwatch patrol become a key factor in ensuring the safety of their respective communities. This study investigates the functioning of the relationship between neighborhoodwatch patrol and the police force in public and private partnerships, detailing how citizens and police use their public and private partnerships to ensure the safety of their communities, and how they utilize locally-available resources to improve public safety and community self-defence, thereby creating a safe, high-quality residential environment.
The concept of public and private partnerships has been a mainstay in recent research in the fields of social science and public administration. This study takes an in-depth look into the relationship between citizen patrols and the local police force in collectively ensuring the safety of their communities, with the enhancement of regional security serving as a key focal point.
Citizen efforts in assisting the police force cannot be ovlooked, and the co-existence of neighborhoodwatch patrol and police brings such public and private partnerships to the foreground. In this study, the author draws on his many years of experience in the police, supplemented with literature reviews, studies of the partnership between citizen patrols and the police in Britain, the US and Japan, and interviews conducted with members of citizen patrols, civil servants in police and governmental offices, and community residents, to better understand the partnership between citizen patrols and the police, how this partnership functions in ensuring public safety, and practical issues in conducting such partnerships to enhance the police force. A public safety and defense network is thus created through the combination of public and private partnerships and neighborhoodwatch patrol, aiming to reinforce the safety of the community. This study will take the Yonghe District of New Taipei City as an example, with the hope that other districts in New Taipei City can draw from its results in forging partnerships between citizen patrols and police.
