民主議會議事e化行為之研究-以桃園縣議會為例

摘要

本研究探討資訊化對議事運作及議員對其信任程度之問題，以現有的議事表決系統為基礎，研究在民主議會中，議員對議事e化的信任關係，以期望對日後其他議事e化系統建置時之參酌，以減少未來推展議事e化可能遭遇之障礙。
籍由身份辨識、信任、焦慮與隱私等相關學術文獻的探討，歸納出相關變數，並以此探討議員本身的信任傾向、對隱私的顧慮和焦慮感，是否會影響對使用「議事e化系統」的信任，進行樣本的基本資料之分析、基本資料與信任的相關分析、迴歸分析。本研究的分析結果如下:
(1)「信任傾向」在本研究的結果中對於「信任」是主要影響力的因素，信任傾向越正向，則越易於產生信任關係且與信任間的關係的越正向，議員對於指紋驗證身份機制的安全性及方便性，普遍認為是較佳的選項，顯示成熟且廣為人知的指紋驗證技術已獲議員們的認同。建議以技術已發展成熟且廣為人知的方式進行身份驗證及系統建置，並透過教育訓練提高操作人員專業素養，同時滿足議員對科技及人性兩方面的信任傾向，進而增加議員對使用議事e化系統的信任程度。
(2)「隱私顧慮」變數值的平均數都偏高，表示受表示議員對於「隱私顧慮」的認同程度皆偏高，議員在能維護「隱私顧慮」的情形下，對「信任」的關係達到統計上的顯著水準，所以越能維護「隱私顧慮」，則越易於產生信任關係，建議除了強化「議事e化系統」的隱私保護機制，並可透過說明會、研討會等加強溝通的方式使議員對「議事e化系統」的隱私保護機制有更深一層的認識，進而滿足議員的隱私顧慮，以提高議員對議事e化系統的信任程度。

This research discussion information is questing the trust degree to the discussing official business operation and congressmen, take the existing discuss-official-business voting system as a foundation, studies the E trusting relationship when congressmen discuss official business, expected that will deliberate when other E system is established in the future, will reduce the possible bitter experience when popularize the discuss-official-business become E.
According to the academic literature discussion of identification, trust, anxious, privacy and so on, induce the related variable, and studies congressman's trust tendency, the privacy worry and the anxious feeling by this, whether it will affect the trust of using the “discuss-official-business E system”, will proceed the sample analysis of the basic document, the trust with basic document correlation analysis, the regression analysis. This research's analysis result is as follows:
(1). It’s the result that”trust tendency” is the most powerful reason of “TRUST” in this research. Trust tendency forward, then easier to have the trusting relationship, and it’s forwarding. Congressmen believe that the security and conveniences of fingerprint confirmation status mechanism are the better choices. Demonstrated the maturely and popular fingerprint proof technique has attained congressmen's approval. The suggestion carries on the identification authentication and the system establishes by the developed maturely technology, and popular way, penetrates the education and training enhancement operators specialized accomplishment, simultaneously satisfies congressmen’s trust tendency to technical and the human nature two aspect, then increases congressmen’s trust degree of using discusses official business the E system's.
(2). The variable value of “the privacy worry” mean value is leaning high, it expressed that the approval degree by interviewed congressmen are regarding “privacy worry” is all high. The relations of “TRUST” will achieve in statistical the remarkable standard under the situation which congressmen can maintain “the privacy worry”, therefore more can maintain “the privacy worry”, then easier to have the trusting relationship. To recommend that can let the congressmen have a deeper understanding to the privacy protection measures are not only improved it but also can be permeated through by improved communication way, such as a conference or a workshop. To satisfy congressmen's privacy worry and enhance congressmen’s trust degrees of using discuss-official-business E system.
