成年智能障礙者社區居住服務督導者督導歷程之研究

A qualitative study of the supervisor’s experiences in the community living program for the adults with intellectual disabilities.

摘要


社區居住服務因工作場域而使得督導工作更具獨特性及挑戰性。但督導者的養成並非與生俱來的,國內目前尚未有社區居住服務督導者的養成訓練,在缺乏任何適當的準備下進行督導工作,督導者又是如何面對。本研究的目的在於探討台灣社區居住服務督導工作執行現況,釐清影響督導實務發展以及督導工作實施之因素。資料蒐集分為二階段,第一階段為問卷調查,以97 年1 月辦理內政部「成年心智障礙者社區居住與生活服務實驗計畫」之執行單位,由實際執行督導工作的督導者填寫,進行研究場域之背景瞭解,共計發出17 份問卷,回收17 份;第二階段以訪談為主,採取「立意取樣」 的方式進行,訪談8 位督導者後,得到以下的研究結果。 從研究結果,社區居住服務督導者的實務發展受到許多因素影響,歸納 如下:原有服務之衝擊、組織屬性、組織未來居住服務方向、過去受督導經驗、工作展開的方式、組織環境系統的因應措施、團隊工作系統的因應措施、實務工作系統的因應措施、督導角色的期待、督導功能與任務發揮、住民異動情形、服務期程、方案成熟度、人員穩定度、服務精神與內涵的落實情形。 因為上述因素的影響,督導者的發展分成三階段:起始階段、摸索階段、角色確定階段。「督導歷程」是一個動態的過程,督導者要到達角色確定階段,根據研究發現以下原則:組織肯定社區居住服務的理念、工作人員要能肯定智能障礙者的價值與觀點、個人督導形塑經驗的正面影響、督導者清楚角色期待、發展合適因應措施。 根據研究發現,本研究提出政策方面、實務方面及未來研究方面相關建議。

In community living services, the role of supervisor is more unique and challengeable due to the working area. Since, how does a supervisor carrying out the work under such a circumstance of lacking proper provision in Taiwan? The purpose of this study is to explore the current state of the supervisor’s experiences in the community living program and to clarify the elements which may affect supervisor development and supervision affairs in practice. Two stages were implemented to collect the data. First, the Questionnaire Survey, 17 subjects were collected from the organizations which executed government’s project “Community Living for Adults with Mental Disabilities in Taiwan” funded by the Ministry of the Interior in January 2008. The questionnaires were filled out by supervisors in practice, trying to understand the background of research field. Second, the method of Purposive Sampling was utilized for interview with 8 supervisors. The results of the study are as follows: The supervisor development can be divided into three phases, which are: beginning phase, exploration phase and identity phase. Supervisor’s experience is a dynamic process. The following principles can help us to recognize whether a supervisor is in identity phase. Organization confirms the ideology of community living service; service practitioners can admit the values and views from people with intellectual disabilities; the positive influences from supervisor’s personal molding experiences; the distinct expectations for the role of supervisor; develop proper responding measures. Some suggestions were offered for policy making, practical affairs and for further study.
