現在台灣的政治環境雖然賦予民意當家的機會,民主政治是以民意為基礎,是以民意為依歸的政治制度,但多元意見的理念和追求效率的行政機關,似為相反的兩個方向。行政機關需要具備溝通的管道,落實人民當家做主、不可忽視人民的力量。但也不可落於民粹,仍要維持價值分配權威性的角色,社會才得以維持一定程度的安定。 台水公司國會聯絡機制其主要四項工作內涵: (一)交付服務案件時程控制; (二)意見溝通、協調; (三)備詢協助及提供資料回應; (四)法案、預算審查推動。 國會聯絡人員是行政、立法有效溝通與合作的重要聯繫,本研究以台水公司的行政處國會組做為此生態的縮影,為了要探究在行政與立法互動過程中,在了解目前台水公司國會組運作現況,以及建立聯絡機制之重要性,進而探討聯絡機制之組織、國會聯絡人員的工作及其角色功能發揮,以期提升國會溝通成效,從而探討其中關係及未來建議方向。
The political environment in Taiwan today gives its citizens the opportunity to determine the future of the country; yet this people-based political system seems to be opposite to administrative organizations. Administrative organizations not only need channels to communicate with people as well as focus on people, but also remain the main role of authority to distributing resources. By these functions, the society can keep its stability. There are four functions existing in the congress communication system in Taiwan Water Corporation (TWC): 1. The interval control of responsible service cases 2. Opinion communication and coordination 3. Inquiry assistance and feedback for providing information 4. The facilitation of bills and budget examinations Communication staffs in the congress are the important connection of efficient administrative and legislative communication and cooperation. This study focuses on the interactions between administration and legislation of Department of General Affair, Congress Division, in TWC. This study first describes the working situations of the Congress Division in TWC, and establishes the importance of communication system. This study further discusses the organization of communication system, works of communication staffs in the Congress Division, and their functions to elevate the efficiency of communication system. This study also expects to investigate the future directions, and the relationships between staffs and system in the later chapters.
