以社會企業概念探討勵馨基金會物資中心之發展

摘要

台灣在經歷2008年經濟風暴過後，整體經濟環境日益惡劣，此狀態亦導致台灣所有非營利組織面臨募款與政府補助款日亦所減的經濟危機。於此，台灣非營利組織開始對於如何透過各式商業活動強化其本身財源收入進行討論，故社會企業概念此議題在台灣各地廣為討論。

社會面臨經濟風暴導致轉變之際，勵馨基金會亦發覺其婦女服務仍無法給與婦女最完整的協助，其缺憾乃於婦女就業之上。為求婦女可以真正經濟獨立的面向上，基金會決定設立物資中心等各式準備型職場，以求婦女工作職能有效提升，進而增進其社會競爭力，並企圖夠過提升婦女職能使物資中心各項義賣與宣傳果效獲得明顯提升。基金會物資中心所建構出的準備型職場，又與社會企業中工作整合型社會企業概念有所雷同，故研究者才發想試圖透過社會企業的概念去勾勒出基金會物資中心的發展過程。

本研究乃透過社會企業的概念去檢視勵馨基金會物資中心的整體發展，企圖透過基金會物資中心執行方案人員，了解其所秉持之中心價值？所建構出的就業服務為何？所建構出的營運方向為何? 所建構出的服務與營運模式，對於基金會的影響為何？此四大面向進行分析與討論

研究結果發現，婦女就業乃為勵馨基金會物資中心之中心價值，而各式服務發展乃是以此為基底建構而出。基金會物資中心發展過程中，雖然期待其能達成經濟獨立之使命，但此使命與所進用之受暴與受性侵害婦女/少女之職能提升有極大的關聯性。此關聯性亦代表者基金會物資中心等準備型職場成功與否關乎其管理模式的主軸為何？雖然基金會物資中心等準備型職場因各地文化的不同而影響其管理模式，從本研究可發現，其最終根本仍在於如何培力受暴與受性侵害婦女/少女就業能力為主軸。亦即透過各式的管理模式乃在於提升各準備型職場進用人員的基礎職能，進而其成果才會回饋於各式義賣效益之上。

社會企業所提及的事業體與服務面向該如何做連結，一直為非營利組織所需面臨的課題。雖然勵馨基金會試圖透過準備型職場作為服務與事業體的連接點，此方案仍尚未成熟，故無法看出成功與否。不論如何，服務自主性乃為社會企業所強調的目的，基金會物資中心如何在往後持續改善物資中心等準備型職場的服務架構，並進而連結事業體之發展，乃為其所往後發展的關鍵點。

Social facing an economic turmoil has resulted in transformation the occasion, The Garden of Hope Foundation also find that Women Service are still unable to give women most complete to assist, and its shortcoming have been prepared women's employment on top of, for the sake of women can truly economic independence's facing up, The Garden of Hope Foundation decides to establish the goods and materials sharing center and other kinds of to prepare-type the workplace, in order to women's work functions of the effectively enhance, thus to improve its the competitiveness of society, and attempted to enhance the women's functions of the make the goods and materials sharing center the various charity sale with the publicity fruit Validity to obtain improved significantly. While the goods and materials sharing center by out of the to prepare-type the workplace, but also with work integration social enterprise the concept of somewhat identical, so the researchers would like to trying to through the concept of social enterprise to go sketched out the goods and materials sharing center process of development.

The results showed that women's employment has been established as the center of the Garden of Hope Foundation supplies the central value, and the development of all kinds of services but as a base constructor out. The goods and materials sharing center development process, although it could be expected to achieve economic independence of the mission, but the mission and the feed used by sexual abuse and violence against women / girls to enhance the functions of great relevance, this association also representative the goods and materials sharing center and other preparations based career success related to their management spindle Why? Although the goods and materials sharing center and other preparations based around the workplace due to cultural differences affect their management mode, but can be found in this study, the ultimate root is still on how empowerment of sexual abuse and violence against women / girls employability for the spindle , which is through a variety of management is to enhance the workplace into the ready-type basis functions with a staff, and then the results will be back on top of all kinds of charity benefits.

Social enterprise business entity referred to what to do with service-oriented links, has been the subject of non-profit organizations face required, although attempts by GOH prepared based workplace and career as a service connection point of the body, but the program is still so not yet mature and therefore can not see success. Either way, service autonomy is emphasized for the purpose of social enterprise, and how the goods and materials sharing center supplies continued to improve in the next center to prepare materials based workplace services architecture, and thus linked to the development of business units, as they are future development of the key points.
