資源回收廠校園易燃廢液安全管理探討

摘要


學校實驗室廢液種類多,若儲運管理不當,恐造成化學品意外事件。因此,資源回收廠將各級學校之實驗廢液運至資源回收廠,並進行妥善的處理。然而,這些廢液的成份複雜,內容物標示不清,甚至為混合性廢液,其不明的特性,將可能對資源回收廠處理作業造成潛在的危害。有鑑於此,本研究將針對資源回收廠之廢液進行分析與探討,利用NMR、GC-FID及GC-MS分析廢液中的組成成分,並藉由本研究研發之電磁加熱攪拌器開杯式閃火點測試儀,進行校園實驗廢液閃火點測試。將所測得之數據及資料分析歸納後,再利用資源回收廠之消防泡沫進行校園實驗廢液火災滅火測試,以評估其消防泡沫之適用性,並針對其滅火方式提出改善建議,以期提供資源廠火災事故預防及緊急應變規劃之參考。 經由本研究之分析探討後,發現校園實驗廢液之組成成分主要為多種易燃性液體,依其閃火點測試之結果,可將其歸類為國內「勞工安全衛生設施規則」第13條,以及美國國家防火協會規範之易燃性液體。此外,經由本研究之滅火測試得知,資源回收廠所使用之消防泡沫可有效地撲滅校園實驗廢液火災,唯獨於放射泡沫時,泡沫會阻礙瞄子手之視線,導致瞄子手無法準確將泡沫注入標的物中。因此,在滅火過程中應另指派一員滅火指揮員,負責指引瞄子手之射水方向及角度,以便能有效、快速滅火。

The waste liquid was variety in the school laboratory. It could cause chemical accident if the control of storage management wasn’t been executed properly. Therefore, the waste liquid had been moved to Waste Water Treatment (WWT) for disposing. The composition of waste liquid was complex and the identification of waste liquid was not clear, so there would be potential damage for the recycling with unknown qualities. The purpose of this study focused on analyzing and discussing the compound of waste liquid with Nuclear Magnetic Resonance (NMR), Gas Chromatograph Flame Ionization Detector (GC-FID) and Gas Chromatography Mass Spectrometry (GC-MS). The study tested the flash point with magnetic stirrers and open cup flash point in the school lab. According to the data and information from laboratory test, using the foam fire-extinguishing equipment. It could provide improvement that prevents fire accidents and makes the conference of emergency plan. The compound of waste liquid from school laboratory was multiple flammable liquid through the analysis of the study. It would be categorized in the 13th of “Labor Safety and Healthy Facilities Rules” and be listed in National Fire Protection Association (NFPA). The foam fire-extinguishing equipment could be effective for the waste liquid fire that had been known from the fire test. There was aware that when the extinguisher used the foam fire-extinguishing equipment, the vision of extinguisher might be blocked. Therefore, there should be an extinguishing commander to point the way and adjust the ankle that would be efficient and quick to extinguish the fire.
