國民中學績效管理系統之研究 ---平衡計分卡觀點

摘 要
在我國教育政策不斷推動教育改革中，從師資培育多元化、九年一貫課程的實施到校務評鑑等等，都非常重視績效的考核與管理，而平衡計分卡是以一套四個構面把願景與策略轉換成目標和量度，本研究主要目的為：
一、學校為非營利組織，國民中學在財務方面都有固定預算編列標準，除僅就預算編列過程及使用進行了解，其他社會資源或上級補助之運用進行分析績效衡量系統。
二、建構合適國民中學績效管理衡量之指標庫。
三、透過問卷調查深入探討平衡計分卡四個構面之相對重要性，並分析其原因，同時對學校及後續研究者提出建議。
本研究以平衡計分卡為目標，配合學校實際運作的情形與參考文獻資料設計問卷，共69題，針對台南縣公立國民中學教職員工採問卷調查方式，共發508份，回收464份為樣本，進行因素分析，歸納層級再以對21位國中校長或主任為對象，進行層級問卷後分析，得到各項指標之權重並解釋其原因。
本研究之結論為：
一、在四個構面中所得到十項策略目標分別為經費來源與運用、提升學生對學校的滿意度、學生及校友整體表現、資訊資源的提供、與社區地方人士關係 、教師與行政的氣氛、教職同仁整體滿意度、計畫執行與業務推展、活動辦理與會議的召開 及教職員工能力與專業成長和六十三項績效管理的衡量指標。
二、這四大平衡計分卡的構面來檢視平衡計分卡能使國民中學在短、中、長期之策略方向更為明確；不再只是企業界傳統的短期財務構面上。
三、透過策略之運用，使平衡計分卡成為策略管理之工具，作為校長 遴選之校務評鑑的依據，冀能提升組織整體績效。四、就公立國民中學而言，學校注意到組織之財務構面與學校的顧客?v(學生)?w構面日益重要之所趨，至於在學習與成長構面和內部流程構面較為忽略。

ABSTRACT
High guality of education depends on excellent professional quality of teachers﹐and therefore, school evaluation and teacher appraisal have become major topics of educational reform in recent years. A balanced score card, which contains financial perspective,customer perspective, internal process perspectve, and learning and growth perspective, changes those perspective and tactics into goals and measure. Here are the main purposes of this research：
1.To make use of the tool of balanced score card to analyse the financial measurement system.
2.To construct the appraisal index storehouse suitable for junior high school.
3.To explore the relative importance of the four perspectives deeply through questionnaire investigation, to analyse the possible reasons and then t0 put forward the suggestion on the schools and the latter researchers
The researcher collected appraisal indices by surveying related literature and self-compiled the questionnaire that takes the faculty and staff of junior high schools in Tainan county as research objects. 508 questionnaires were delivered and 464 of them were effective. All data from investigation was analyzed with factor analysis and AHP .The AHP questionnaire based on the result of AHP involved 21 principals or deans. Here are the conclusions of this research.
1.Ten important factors and sixty-three measurement indices are summarized.
2.The balanced scorecard can make the short, middle and long term tactics of the junior high school more clear.
3.The balanced scorecard not only becomes the tool of tactics management through the propaganda of the tactics but also are applicable to the whole school evalution.
4.More and more junior high schools notice that the financial perspective and customer perspective become more important and the other two perspectves are neglected.
