台南市農村社區活化策略之研究─以後壁區菁寮、墨林、後廍為例

摘要

針對農村長期窒息性的發展瓶頸，農委會最近依據「農村再生條
例」之內容，將以全國約4000 個既有農漁村為範圍，兼顧生活、生產、
生態永續發展，且尊重在地特色，以進行其活化再生。是故，本研究
將對台南市後壁區內之菁寮、墨林、後廍三個農村社區，長久以來發
展落後的種種現象，導致今日社區生活機能不足、文化資產凋零漸失、
人口老化、產業欲振乏力問題研擬出三個社區活化之策略方案。
本研究首先進行在地意見領袖、耆老與專家學者之訪談及文獻資
料之蒐集，經整理歸納、分析其意見資料，以確認三個社區未來活化
之項目、因子與其階層。再透過二階段專家問卷和AHP 方法，建立社
區活化因子階層及權重值。經分析過後，受訪者均認為本研究所建構
之活化項目適當。
在地意見領袖、耆老與專家學者在三個社區活化項目中，均認為
「生活機能」較為重要，其它依序為「品牌、通路」、「精緻、有機農
業」、「法規與政策」、「休閒旅遊」、「文化創意產業」。
本文利用所發展的農村社區活化模式，針對其活化策略做排序，
以了解活化策略在農村社區規劃是需要優先考量的。本文所建構之農
村社區活化模式可作為農村發展的規劃時之參考與應用。

Asphyxiating for the development of rural long-term bottleneck,
according to a recent Council of Agriculture, "Rural Regeneration Bill," the
content will be about 4,000 nationwide in scope both farming and fishing
villages, taking into account life, production, ecological sustainable
development and respect for local features to carry out the activation of
regeneration. Thus, the purpose of the posterior wall of the area will be the
Jing Liu, Tainan City, Mo Lin, Bu Ho in Tainan three rural communities,
has long been lagging behind the development of various phenomena,
resulting in inadequate functioning of community life today, gradual loss of
cultural assets, dying, aging population , industry issues, Jin, three
communities develop a strategic plan activated.
This study began with the ground opinion leaders, elders and interviews
with experts and literature collection, by order classify and analyze the
views of information to confirm the activation of three community projects
the future, factor to its class. Then through two stages of questionnaire and
the AHP, the establishment of community activating factor levels and
weight values. The analysis after the respondents believe that the activation
in this research project appropriate.
Local opinion leaders, elders and scholars in the revitalization projects in
three communities, all that "life function" is more important, others were
"brand channel", "delicate, organic agriculture," "regulations and policies",
"leisure and tourism", "cultural and creative industries".
In this paper, the development of rural communities in the activation
patterns in ranking for the activation strategy in order to understand
activation strategies in the rural community planning is a priority
consideration. Constructed in this paper can be revitalized rural
communities, rural development planning as a reference and application.
