本篇論文探討台灣日治時期的族群治理。長期以來，關於日治時期的研究，台灣社會往往被視為一個整體，面對日本殖民政府進行一致的對抗。族群關係在日治台灣的探討，是相當缺乏的。另一方面，社會學的研究大多把清帝國和日治看成兩個截然不同的系統。
本研究以國家治理的角度，探討清帝國到日治對於族群治理的延續與改變。
在概念上，透過治理性概念的「政治理性」和「統治技藝」來探討日本殖民政府的族群治理。本研究的問題意識1.日本殖民政府如何認識、治理族群？2.族群治理為何產生落差？3.日本殖民政府對於族群的治理，改變了什麼？延續了什麼？
本研究發現，日本殖民政府展現一定的族群統治能力。但是日本殖民政府對於族群的政治理性，沒有相應的統治技藝導致延續了族群衝突與界線。官方所建構的族群知識與實際統治，產生了落差。族群衝突、界線的延續，或是治理落差，都證明日本殖民政府對於台灣族群的有限治理。

Abstract

This thesis explores the ethnicity governance during the period of Japanese rule in Taiwan. For quite some time, there has been a tendency to consider Taiwanese society as an indivisible whole, when confronting the Japanese colonial government. The research on the era of Japanese rule has ignored the discussion on ethnic relations. On the other hand , the Great Qing rule and the Japanese rule are considered as two entirely different systems in sociological research.
In terms of state governance, this study investigates the continuity and changes from Great Qing era to the period of Japanese rule. Conceptually, we discuss the ethnicity governance of Japanese colonial government through the “political rationality” and the “governmental technology” in governmentality. This study is driven by the following puzzles. First, how did the Japanese colonial government know of and govern the various ethnic groups? Second, why did ethnicity governance generate the gap? Third, for ethnicity governance what did the Japanese colonial government change and develop?
This study discovers that the Japanese colonial government showed a certain degree of ability to govern the ethnic groups. But for the political rationality of ethnicity governance, there was no corresponding governmental technology, which leads to the ethnic conflict and boundaries. There’s a gap between the ethnic knowledge constructed by the government and the act of actual governing . The existence of ethnic conflicts, the continuity of boundaries or gaps in governance demonstrates the limitations of Japanese colonial rule over Taiwanese ethnic groups.
