摘要


面臨強烈的全球化汽車市場競爭與國際非貿易障礙,現今汽車零件業界皆積極推動QS 9000 與ISO 14001 驗證,以提升產品品質、增加企業競爭力。檢視QS 9000 與ISO 14001,兩個管理系統具有相同之管理原理及PDCA 管理循環架構,基於增進效率與精簡人力之立場,業界有必要依據企業文化、組織特性及規模大小,整合現行之品質與環境管理系統。 本研究的目的即建立一具有持續改進機制之整合性管理系統模式,作為組織推行整合品質與環境管理系統時之參考。此整合模式主要以品質管理八大原則之精神為基礎,以PDCA 管理循環為架構,具備整合管理系統的精神以及整合架構中應有的要素,並落實QS 9000及ISO 14004 指導原則。現有文獻對於兩個系統之整合大部份都著墨於文件整合,本研究也著重在兩管理系統整合過程中持續改善作業流程的整合。歸納研究結果,主要有下列4 點貢獻。 1、根據文獻探討及系統實做研究,找出管理系統整合的理由、方法及可能遭遇的困難與效益。 2、將管理系統條文要項依經營理念、管理系統基本要求、規劃、實施及監控分析與改進劃分五大項目作為整合管理系統之架構。 3、以QS 9000為基礎,建構整合管理系統持續改善作業流程模式。 4、此模式除可運用在持續改善作業上,亦可作為企業建立整合管理系統的參考。

Encountering with the global motor market competition and , nowadays all vehicle component enterprises urged to perform the "QS 9000"& "ISO 14001" certificate to improve product quality and enterprise competition. We found a same management principle and PDCA management circle construction existed between "QS 9000"& "ISO 14001" while observing them. Based on improving efficiency and minimizing human resource, it is necessary for this kind of enterprises to integrate current quality and environment management system in according to enterprise culture, organization character, and company scale. The purpose for this study is to establish a integrated management system with the continuous improvement function as a guidance whenever your organization integrates quality and environment management. This integrated model mainly takes 8 quality management principles as a foundation, PDCA management circle as a construction, full of the spirit and essential of integrated management system, fulfills "QS9000" & "ISO14004"principle. Regarding to these two system integration(QS 9000&ISO 14004), it is different from the current documents only describe it that this study emphasizes the improvement process. It comes to the conclusion that four contribution items are shown as below. 1) According to the document study and system research, it could find out the reason, method, possible difficulty, and effect of management system integration. 2) To distinguish the management system clauses to be four items as the construction of the integration management system. 3) To establish the integration management system on the basis of "QS 9000"tocontinuously improve the operation process model. 4) This model could not only be made good use of continuous improvement process,but taken a reference for enterprise to build up a ntegration management system.
