多國外籍勞工勞務管理、領導型態與工作績效關聯性之研究-以PCB產業為例

摘要


自民國70年起由於台灣經濟快速成長,產業結構轉型,使得國民所得增加、教育水準提升,延緩了青少年投入勞動市場的時間。而國人也因重視生活品質及社會價值觀改變,而多不願意從事屬於『三k』(辛苦、骯髒、危險)的工作。為解決產業界大量缺工現象,及配合推動十四項重要建設工程及六年國家建設計劃,政府於民國七十八年十月開放合法引進外籍勞工。台灣目前外勞數已達30萬人,企業如何做好外勞的管理,進而提升其工作績效,實為當務之急。 印刷電路板產業(以下簡稱PCB產業),是傳統的電子製造業,其生產從投入到產出相當耗時,亦需要大量的人力,由於招工不易,所以每家PCB板公司都有雇用一至二個國籍以上的外籍勞工。本研究針對國內六家PCB企業的人資主管、工作管理主管、生活管理主管以及企業所引進的外勞進行問卷調查。探討聘用不同國籍外籍勞工的管理模式、領導型態與工作績效的關聯性。 研究結果發現,外勞認知工作量、工作時間、教育訓練、績效評估、勞資關係、宿舍管理對於外勞認知主觀工作績效有顯著正向相關,休閒生活管理則有顯著負向相關。外勞認知薪酬福利、績效評估與棄職脫逃率有顯著負向相關。外勞認知宿舍管理、語言溝通與棄職脫逃率具有顯著正向相關。外勞認知工作主管、生活主管領導型態與主觀績效具有顯著正向相關,且生活主管領導型態的相關係數大於工作主管。外勞認知工作主管領導型態之倡導結構與曠職率有顯著負向關係,工作主管領導型態之體恤與棄職脫逃率有顯著負向相關。生活主管領導型態之倡導結構、體恤與棄職脫逃率有顯著負向相關。 不同國籍的外勞應有不同的管理技巧,本研究實證發現,企業對於菲律賓、印尼勞工,應給予較高的工作管理、生活管理,在工作及生活管理領導方面應採取高倡導結構、高體恤,則能提升其工作效率及降低棄職脫逃率及曠職率。對於泰國勞工應給予適度的的工作管理,生活管理,在工作及生活管理領導方面亦採取適度的領導方式,則能提升其工作效率,降低棄職脫逃率及曠職率。對於女性外勞,應給予較高工作管理,在工作、生活管理領導型態應採取高體恤,則能降低棄職脫逃率及曠職率。對於男性外勞,在工作管理應給予適度的工作管理,在工作、生活管理領導型態亦應採取適度體恤,則能降低棄職脫逃率及曠職率。

Since 1981, Taiwan has been growing rapidly. The structure of industries had changed, leading to an increase in national annual income and the enhancement of the education level, which in turn delayed the period young people gain access into the labor market. Citizens have become aware of the quality of life and the perception of social value has been changed. Thus, most are not willing to contribute to the occupations which are “3K” (hard, dirty, and dangerous). In order to solve this labor shortage problem in the industrial field by promoting 14 items of essential construction projects and the national 6-year construction plans, the government has started to employ foreign workers policy on October 1989. At the moment, the number of foreign workers in Taiwan has reached 300 thousand. Therefore, the management of foreign workers to enhance the effectiveness of work becomes to be a major issue. The Printing Circuit Board industry (abbreviate as PCB industry) is a traditional electronic industry. From the initial production until completion, a lot of time and a large number of workers are needed. Due to the difficulty of recruiting workers, each PCB company will employ at least two national sources of foreign workers. Our research is based on 6 domestic PCB enterprise’ Human Resource supervisors, work field Management supervisors, Dormitory Management supervisors and the foreign workers who have been employed by the enterprise via a questionnaire survey. Different nationality of foreign workers’ management style, leadership style, and Job performance were analyzed and studied. From the results of the research have discovered that, most of the workers have perceptions regarding their workload, work time, training program, performance appraisal, relationship between supervisor and worker and dormitory management have a significant positive correlation with their job performance, and have a significant negative correlations with the life hood management. Workers perceive among the salaries welfare, and performance appraisal have significant negative correlations with percentage of labor escape, meanwhile workers also perceive in terms of dormitory management, and linguistic communication have significant positive correlations with the percentage of labor escape. And Workers perceive that the leadership style of the supervisors’ work field and dormitory have significant positive correlation with job performance, in addition, dormitory supervisors’ leadership style have greater influence than that of work field supervisors. Workers perceive an supervisors’ work field leadership style’s “initiating structure” and the percentage of labor escape have a significant negative correlation, meanwhile the supervisors’ work field leadership style’s paying attention to the workers will lead to a negative correlation on the percentage of labor escape. The “initiating structure” and “consideration” in dormitory supervisors’ leadership style with the percentage of labor escape have a negative correlation. Different nationality of foreign workers shall approach different types of management style. Our research found that the enterprises approach to higher levels of work field and dormitory management base on Filipinos and Indonesian workers. Due to the leadership of the work field and dormitory sides supervisors shall adapt high degree of “initiating” structure and “consideration” about workers condition, thus could be able to enhance the job performance meanwhile reduce the percentage of labor escape and truant. Due to Thailand workers supervisors shall approach appropriate management in terms of work and dormitory. Base on the work field and dormitory side supervisors just only have to adapt appropriate leadership style, then will enhance the level of job performance, reduce the percentage of labor escape and truant. As regards to female workers, supervisors need to approach higher level of work management. Due to the leadership style on the work field and dormitory sides supervisors shall adapt high degree of “initiating structure” and “consideration”, then will reduce the percentage of labor escape and truant. Base on male workers, supervisors shall adapt appropriate work management, in terms of the leadership style of work field and dormitory supervisors shall adapt appropriate “consideration” on them, then will reduce the percentage of labor escape and truant.
