探空火箭構型管理關鍵因素之評估

摘要


我國國防科技研發管理長久以來皆沿襲美國軍事標準的管理制度,但因美軍的軍規標準,完全考量作戰環境的嚴苛性而設計。若完全引用將造成專案計劃推動與技術認定的僵化,並造成成本的增加,也將成為專案計畫的沈重負擔。 本研究之主要目的,期望透過本研究以簡化美軍之構型管理的程序,粹取出其關鍵因素以達到降低構型管理成本之目的,進而推廣用於實驗性質的大型科學專案研究計劃,可增加國防科技研發單位的競爭力。 構型管理是以行政監督方式,強調紀律與實務的管理作為,對產品技術理念、行動方案文件化、產品變更控制的管理方法,以確保產品設計功能及實體需求,能符合使用者的需求。 本研究以構型管理的四個主要內容:構型識別、構型管制、構型彙整、及構型稽核為主軸,分別以性能提升、縮短研發時程、提升作業效能及後勤與生產等4個評估構面及30項評估準則,邀請15位構型管理的專家,運用德爾菲調查法,評選出適用於探空火箭構型管理的3個構面,14項評估準則,再以層級分析法計算評估構面與評估準則的權重,以及不同專家群體對評估構面及準則變異係數(共識度)。 本研究歸納探空火箭的構型管理關鍵因素,就構面而言,偏重性能提昇,,刪除後勤及生產構面;就準則而言,以建立系統規格及建立功能基準為最優先。 根據本研究,我們證明本論文之研究方法,可適用於實驗性質的大型科學專案研究計劃,可有效降低專案計畫構型管理成本。

The science and techniques of National Defense R&D was following the steps of management system of American military standard for a long time. As we know, the American military systems are design for the consideration of flight environment. There exist several inflexible difficulties as project implementation, technology quotation and the project cost increasing, which will make more burden of project. The research is concern the key factors of sounding rocket configuration management. There are expecting to simplified factors for the cost decreasing of configuration management. There is suitable for the large-scale science experiment project implementation and strive for the competitiveness in industrial circle. Configuration management is by way of administrative supervision for emphasizing the management conduct of the discipline and practice. For the sake of product technological idea, the product design function insurance and entity's demand are made by the method of action scheme file, products change controlled. It can be sure about the user’s requirement satisfaction completely. This configuration management research is consisting of four contents: configuration identification, configuration control, configuration status accounting, and configuration audit. It is made by the four assessment construct surface(performance promotion、shorten R&D schedule, improve efficiency ,logistics and production)and 30 assessment criterion separately, especially invite 15 configuration management expert to use Delphi technique three times. There is available for sounding rocket 3 type of management chosen, 14 items of assessment criteria, and further with the analytic hierarchy process (AHP) to the weight ratio(calculate and assess)and degree of consensus(coefficient of variance for construct surfaces and assessing criterion by different expert's colonies). This research is sum up the key factors of sounding rocket. About configuration management surface assessing construction, it is particularly stress on performance promotion, For the section of the assess criterion, there are priority to setting up systematic specification and setting up function datum in order to conformity with the special project and characteristic of the research department. According to this study, we find out the key factors of configuration management process. This results can be proved available to the large-scale science experiment project implementation and make it effectively.
