旗山生活文化園區推動機制研究

摘要


地方文化館可說是「社區總體營造」、「地方文化設施」、「文化資產」及「博物館」的混合有機體,2002年地方文化館計晝開始迄今,共補助369個相關展演館舍;第二期計畫加入「文化生活圈」的概念,讓原本的地方文化館更朝向社區整體發展的概念推動,達到政府、社團、民眾具備自主運作、平等參與、永續經營的能力。 在經濟部體系下的「社團法人旗山區形象商圈促進會」運用本身商業特質結合文化藝術來經營地方文化館的「旗山生活文化園區」及「旗山火車站」。幾年經營管理下,成功為旗山帶來人潮,更讓地方文化館的補助漸漸地減少、自籌款逐步增加的獨立自主管理狀態,辦理許多藝術文化活動,讓經營與文化能並行發展。 從「旗山生活文化園區」的案例當中,觀察到它結合兩個場域,運用互補式的經營模式來維持地方文化館營運,至今有一定的成效;研究者希望從旗山的文化資產保存運動探討經營管理及發展關鍵。 研究過程中,先蒐集文獻資料並進行分析,再進行實地參與觀察、訪談,並藉由黑壁株式會社的案例分析,希望能夠給其他地方文化館有不同的經營思維,也能為旗山的文化資產盡一份心力,最後則是藉由該案例的整理分析,回過頭來思考台灣的地方文化館政策當初的立意是否相符。 研究成果: 1.釐清旗山生活文化園區的推動歷程 2.分析旗山商圈對旗山生活文化園區營運之影響 3.提供地方文化館營運推動之模式建議

The local culture museum is an organic form of mixed concepts of community reconstruction ,local culture facilities, culture heritages and museums. There were 369 exhibition halls have been subsidized by the fund of the local culture museum program from 2002. The concept of culture living circle was taken at second stage of the program in order to conduct the direction of development of local culture museum toward to the concept of community reconstruction, which was to make sure that the three parties of government , community and people have the capability to be autonomous management, equally participated and sustainable operation. The Juridical Association of Chishan Impression Commercial Circle, that is one of the administrative unit under The Economy Ministry, utilized its commercial characteristic combined with culture and art to run The Chishan Living Circle Park and Chishan Train Station. It was successful that customers were drawing to Chishan, and that the amount of subsidies was lowering while the amount of funds raised by themselves was increasing gradually via its operation and management for years. It organized many activities of arts and culture to achieve parallel development of management and culture. In the case of Chishan Living Culture Park, It was observed that there were two complementary areas are combined to maintain the operation of local culture museums, and the outcome was remarkable so far. The researcher hopes to explore the keys of management and development of from the movement of Chishan culture heritage preservation. In the process of this research, literatures will be collected and analyzed firstly. And then field observation and interview will be conducted. We hope to offer different thoughts for the operation of other local culture museums and to contribute to the movement of Chishan culture heritage preservation by studying and analyzing the case of Kurokabe Ltd. At last, the study will turn its way back to exam if the policy are corresponded to the aims of establishing local culture museums at beginning by the means of analyzing this case. The research results are as following: 1. To clarify the promotion processes of Chishan Living Culture Park. 2. To analyze the impact of Chishan Living Culture Park. 3. To offer suggestions for the model of promotion and operation of local culture museums.
