南投縣仁愛鄉廬山溫泉空間發展之可行性研究

摘要


本研究試圖發掘廬山溫泉區地形與開發模式之特性,以溫泉區周圍環境整體的觀點,探討該地未來發展方向之可行性,並有效將地區優越性特質,加以整合利用,為主要發展目標。南投縣為台灣唯一不靠海之山城,地下層蘊藏極大溫泉資源與豐富的山林資源,因位於偏遠山區,交通不便,早期無積極開發,使得這些天然的資源未遭受破壞。廬山為南投縣溫泉區代表,位處特殊溪谷地形,有良好的泉質及充沛的泉量,自然、人文價值豐富,地熱能量更是潛力無窮;日治時期,廬山溫泉更成為警察療養的重要場所,亦是原住民生活的自然場域。目前廬山溫泉區開發模式,皆無利用山區地域特質,以致於因觀光政策之建構呈現過度利用,衍生整體環境不協調與觀光特色等相關問題,使遊客重遊意願不高,但因建築皆沿溪岸且集中興建,周圍環境仍為自然,如以仁愛鄉整體面向觀察與分析,鄉內溫泉群與鄰近地區擁有豐富且多樣的人文自然資源,因此,廬山溫泉區未來仍有很多發展的可能性。故,本研究將討論以現有問題,以仁愛鄉地區及廬山溫泉之區域特性,探討廬山溫泉風景區未來發展趨向為研究主題,亦即探究未來將以何種呈現及建構廬山溫泉區的形態、風貌與發展方向為研究範圍對象,並探討廬山溫泉產業該如何提升,發掘時代意義,以突顯其歷史價值及永續發展意涵,即為廬山溫泉空間發展之可行性研究的主要意義。 第一章 緒論 研究動機、目的、研究對象、範圍、相關研究、文獻評述、研究方法,以及台灣溫泉源起與分佈之概況。 第二章 台灣溫泉產業發展概述 主要論述溫泉空間與自然環境的關係,與溫泉文化的社會發展背景與脈絡,探究在各時期的溫泉文化使用思維上,對廬山溫泉與仁愛鄉溫泉有何影響,轉以了解該溫泉區之歷史價值與時代背景意義,並從其中探討不同溫泉文化對溫泉的使用,對影響溫泉地整體區域建構形態與衍生的潛在問題。 第三章 南投縣仁愛鄉整體地域特性及提供廬山溫泉未來發展之環境潛力資源調查 本章主要針對廬山溫泉地與仁愛鄉整體地區的調查,其該地區有何自然與人文環境資源及溫泉特性,以提供廬山溫泉未來能夠有效發展出特色溫泉區之探討。 第四章 廬山溫泉地與鄰近地區的資源價值綜合分析 探究分析廬山溫泉現況,以及綜合第三章加以針對廬山溫泉空間的潛力及周圍環境資源價值,從中分析溫泉區如何有效整合與串連相關資源,進而使該地具有獨特性的溫泉風景區。 第五章 結論 針對本研究論述,歸納總結與探討。由本研究得知仁愛鄉溫泉群與廬山溫泉的自然與人文環境特質、及擁有多種不同層面的歷史文化價值,加上廬山溫泉的溫泉優越特性,使得廬山溫泉未來仍有很大的發展新契機。

This research attempts to explore the Lushan Hot Spring Area and the features of its developing model, based on an integral prospective of its surroundings, as the main goal of development is to explore possible directions for future development, and effectively integrate the use of the excellent natural properties of the region. As the only county in Taiwan that does not have ocean access, Nantou County has abundant hot springs and forestry resources. Its remote location makes it difficult to access, which has kept it from being over-developed and preserved its natural resources from damage. Lushan is representative of the Nantou County Hot Springs Area. It is located in a special river valley landscape with both a high quality and volume of water, rich cultural and natural value, and with unlimited geothermal energy. During the Japanese Occupation, Lushan Hot Spring became a very important retreat for the police. It also has been the indigenous people’s natural habitat. So far the developmental model for the Lushan Hot Sping area has neglected its mountainous features, and hence the tourism policy has resulted in over-exploitation and caused related problems in overall environmental and tourist features, which has severely decreased the number of visitors. However, since the buildings are congregated in the river valley, its surroundings remind natural. If observation and analysis is done based on the entire Jenai Township, rich natural and diverse cultural resources are found near hot spring clusters in the surrounding areas. Therefore, there is still a great possibility for development in the Lushan Hot Spring Area. This research consequently discusses existing issues, based on regional features of Jenai Township and Lushan Hot Spring, the main subject is to explore the future developmental inclinations, with discussion on how to upgrade the current hot spring industry to echo with the significance of the times, and to stress the historical value and the implications of sustainable development, which will be the major research significance of possible future development and readjustment. Table of Contents Chapter 1: Introduction Research motivation, aims, objectives, scope, related studies, literature review, research methods, and overall distribution of hot spring sources in Taiwan. Chapter 2: Outline of the Development of the Hot Spring Industry in Taiwan This chapter mainly narrates the relation between hot spring spaces and the natural environment, and the social background and context of hot spring culture. It further explores the cultural uses of hot springs and thinking through various eras, and how they affected Lushan Hot Spring and hot springs in Jenai Township, to understand the regional historic value and contemporary significance, with discussion of different hot spring uses in various hot spring cultures, and note which underlying problems could affect the pattern of regional construction. Chapter 3: A Survey on the Future Environmental Development Potential Provided to Lushan Hot Spring by the Overall Geographic Features in Jenai Township This chapter mainly surveys specifically in the Lushan Hot Spring Area and assesses the overall situation in Jenai Township to determine the natural and cultural resources of the environment and the features of the hot spring for future potential exploration of effective development of Lushan Hot Spring. Chapter 4:A Comprehensive Analysis of the Valuable Resources in Lushan Hot Spring and Nearby Areas This chapter discusses the current situation of Lushan Hot Spring and, combined with the findings in Chapter 3 based on the potential of its surrounding values, analyzes how to connect related resources effectively in the Hot Spring Area that further make this area a unique hot spring scenic attraction. Chapter 5: Conclusions of the Research Based on the research conducted, this chapter presents a conclusive summery and discussion. The research found that the natural and cultural environmental features in Lushan and Jenai hot spring cluster have diverse historic and cultural values in various aspects. Additionally, the supreme quality of Lushan Hot Spring gives it great potential for future development.
