摘要

社區工作這幾年再度被提起與注意，「社區營造」更是許多民眾耳熟能響的名詞；「福利社區化」則是社會福利工作的推動上重要的策略之一，社區成為公部門政策、方案推展的重要角色，因此地方政府需運用策略培力社區，重新展現社區的活力與能量，並建立公部門與社區的夥伴關係，同為社區工作的推展而努力。
高雄縣的社會福利一直有不錯的表現，自2004年開始成立的社區營造與社區照顧小組，整合縣政府社區工作的資源，也讓高雄縣的社會福利與社區工作榮獲優異的成績。因此希望透過本研究為探索地方政府社政體系社區培力的過程與策略，以及地方政府在推動社區培力的困境及因應方式，以利建立地方政府培力社區的模式與架構。藉由高雄縣社區營造小組的召集人、執行秘書與計畫處與文化局、社會處的主管與同仁，以及高雄縣6個社區8位受訪者的訪談，瞭解高雄縣社區營造與社區照顧的培力策略、執行過程與成果。
經由高雄縣政府的社造與社照團隊的訪談發現，不論是縣府的社區營造小組或者社會處的社區照顧小組，皆是先以整合相關單位作為社區工作的開始，兩者皆是以培力活化社區為目標，而社政體系培力的對象則以社區發展協會為主體，以行政科作為培力營造與照顧的主導者，再輔以其他業務單位的業務推動，其中以空間營造的方式操作環境景觀面向的營造，或以社區照顧的模式培力社區，透過辦理說明會與觀摩凝聚社區意識，藉由訓練、研習累積社會資本建立社區網絡關係，組織志工隊鼓勵公民參與，使縣府、公所、社區三者協力建立夥伴關係等策略，朝向社區治理的目標邁進。

Community work has been brought up again in the past few years and the public are also familiar with the term of “community building.” Community-based welfare service” is one essential strategy in leading the impetus to social welfare service. The community has played an important role in governmental policies and schemes. Therefore, local government needs to employ various means to foster the community and to reveal the vitality of the community. Local government and the community should work hand in hand for the better future of the community.
The performance of the social welfare in Kaohsiung County has been satisfying for years due to the establishment of the Community Building Task Force and Community Care Task Force since 2004. The two groups have been able to integrate all the resources into community work and gain extraordinary achievements. The purpose of the study is to take a deeper insight into not only the processes and strategies but also the difficulties and solutions of community building in Kaohsiung County in order to plan the local governmental community empowerment framework. The study includes interviews with the staff of the Koahsiung County government and 8 interviewees from 6 communities in Kaohsiung County.
The findings of the interviews with the staff of the Koahsiung County government show that both Community Building Task Force and Community Care Task Force start the community work from the integration of related departments in the local government. Community empowerment is the common of the both task groups; the target of community empowerment is focused on the community development associations. The methods of community empowerment are using community forums and workshops to raise community consciousness and investing social capital. Organizing volunteer groups in the community is also encouraged to invite more people to get involved in the process of community empowerment. The ultimate goal of community empowerment is to foster the partnership among the Kaohsiung County government, the township, and the community to achieve community cogovernance.
