公共事務已經從傳統的權威統治朝向新公共管理的趨勢,引進私部門、民間團體的合作,文化產業之推廣首重建立地方性及區域性政策,極需利用、結合相關私部門及非營利組織之資源,其效果較易彰顯,這亦是新公共行政漸漸地朝向強調政府與社會的互補性和合作性之治理及職能關係。因此針對文化創意產業的經營模式和效益加以深入檢視,讓其發揮正面地效益,實有非常重要的意義。 本研究透過文獻分析法與深入訪談法,探討苗栗縣旅客服務印象園區個案。從此園區的成立及發展即可窺見錯綜複雜的網絡治理運用、多元角色的合作關係,謂此本研究運用網絡治理分析途徑,藉由訪談得知網絡參與者互動過程之協力、競爭、協商之處為何,藉此可看出園區利用的問題已經凸顯政府部門、業者與民間看法角度的差異,如何在各有所圖、歧異的觀點中整合、逐漸建立共識,這正是本文運用網絡治理是否能有效落實的關鍵所在,從中整理出成功互動的關鍵因素並提出政策建議作為參考,使期能朝向永續發展。
The management of public affairs is transferred from the traditional aspect of authority-centered public management to the trend of New Public Management which is applied to the private sector and the cooperation of non-governmental organizations . New Public Administration is also crucial to promote cultural industry and reestablishment of local and regional public choices. The effectiveness of New Public Administration is even greater when the resources of private sectors are combined with those of non-governmental organizations and the combination explains why New Public Administration increasingly emphasizes the functional management and competency resulted from collaboration and complementary relationship between the government and the society. Therefore, it is relatively important to deeply examine the application of New Public Administration for broadening the market of cultural industry and enhancing its cost-efficiency. Documentary analysis and in-depth interview were adapted to illustrate the management of Miaoli Passenger Service Impression Garden in this research. The founding and the development of this center reveal its intricate appliance of governance network and cooperation of multiple roles. That governance network analysis combined with the outcome of the interviews applied in this research gives an outline of the alliance, competition and negotiation among participates who get involved in this network. This outline significantly indicates the different viewpoints from the government, private sector and local organization in terms of utilizing the center. This research aims to present that whether or not the appliance of governance network effectively leads these three participants who derive benefits from different aspects to reach an agreement on management. This research as well demonstrates the key to successful interaction in a partnership and appropriate suggestions to reach constant improvement of the center.
