推動員工協助方案與資源連結模式之研究-以某科技公司為例

摘要


台灣光電業從1990開始生產超扭向轉列液晶顯示器〈STN-LCD〉而踏入平面顯示器產業,自1997年再延伸至薄膜式電晶體液晶顯示器〈TFT- LCD〉,直到2006年時薄膜式電晶體液晶顯示器〈TFT- LCD〉產值突破一兆元,與日韓並列全球薄膜式電晶體液晶顯示器〈TFT- LCD〉三大主要產出國,所以本研究針對光電業平面顯示器中小尺寸產業案例,探討員工協助方案之推行情形。 員工協助方案〈Employee Assistance Programs,簡稱EAPs〉是美國各大企業必備的福利制度之一,起源於1930年代的職場戒酒方案,轉變成多功能的個人諮商服務,目前EAPs本質上已經有相當大改變,國內外學者一直著重EAPs治療效果或是投資報酬率。 本研究採取質性研究方法,研析個案公司以專責單位推動EAPs 實務作為討論基礎,透過深度訪談說明當前EAPs 發展及需求。以研究個案員工之角度,擬定出EAPs資源處理流程概況,比較分析EAPs服務項目在資源連結的過程,深入了解員工問題的面向、處理流程。 本研究發現,公司組織執行管理及提供照護,共同產出目標利益而使用員工協助方案時,公司組織針對員工協助方案時會因著勞資關係間正向與負向的信任強度、開放強度、接納強度而透過員工協助方案對勞資雙方共同利益產生影響。在職場中要落實員工協助方案,必須從現在經營策略出發,建立組織系統與制度,透過EAPs專案,了解員工思維,進一步優化和提升治理工作。

Opto-electronic industry in Taiwan has turned to manufacture STN-LCD since 90s. From flat-panel display industry, the manufacturer has extended to TFT-LCD since 1997. Till 2006, the output value of TFT-LCD has exceeded 1 trillion, which made Taiwan one of the three main manufacturing nation with Japan and Korea. The research here focus on the small-sized industry in opto-electronic fields, and take the industry as case to analyze Employee Assistance Programs in implement. Employee Assistance Programs〈EAPs〉is one of the essential welfare system in US enterprise. EAPs has been traced back to the late 1930's with the beginning formation of programs dealing with occupational alcoholism. EAPs has become multifunctional personal counseling service nowadays. The researchers has been working on the healing effect and rate of return of EAPs. The research here takes Qualitative Research Method to analyze case that how EAPs working in company. Through interviews in depth to illustrate the development and demands of EAPs nowadays. With the perspective of individual employee, to frame the situation of resources dealing procedures of EAPs, to analyze EAPs’ service program in resource linking process. EAPs is indeed a functioning welfare system that affects employees, which makes EAPs with promotion. To put EAPs into practice in working place, it has to start from the operation strategies of modern enterprise. EAPs helps improve the understanding of mindset of employees which optimize either software and hardware in enterprise. EAPs has become one of the long term project in enterprise about sustainable development and employee career development. This study has discovered that the company’s organizationsexecute management and provide the benefits. It will be able to create with employees mutual benefits. Most importantly, company’s organization will have positive and negative strength of trust, open strength, and accept strength between capitalists and labors. Vice versa, this relationship will have influence of capitalists and labors’ mutual benefits. In the job market, if you want to fulfill the EAP’s, you must start from modern industrial management strategy. In addition, you must set up the organization system and establishment. Then you will understand employees’ thinking through EAP’s special case. In this way, you will make a superior and upgraded industrial management work. Consequently.
