公私部門間互動關係之治理觀點分析—以身心障礙者生涯轉銜服務整合實施方案為例

摘要


公部門與民間組織之間互動的歷史已久,然而近代社會福利服務委辦模式隨著新右派思潮興起,兩者之間的互動關係起了變化。本研究即以此為基礎,舉身心障礙者生涯轉銜服務整合實施方案實例,分析其中兩者間的動態關係,並以治理觀點深入瞭解雙方實際的互動模式與關係,以及其影響因素。 欲達本研究目的,需蒐集深入且豐富的資料,因此本研究採取質性研究典範,主要以深度訪談法進行資料蒐集,選取台中市與嘉義縣兩縣市之公部門與受委託民間組織共計九位受訪者進行訪談。經訪談資料分析後,研究結果如下: 一、 公部門與民間組織之間真實互動為上對下的垂直依存關係。理想上期望雙方是理想目標模式,實際作為卻是層級模式,以受委託單位聽從命令與指令來維持關係; 二、 缺乏顯著之創新性與競爭性,兩者之間趨向於長期穩定且互相依賴的關係。使人質疑其責信議題,然而此等關係是受到事件與時間的情境所影響,兩者的關係是處於動態而非靜態; 三、 兩者是權力不對等下,協力提供服務的密切關係。

Public and private sectors had been interacted with each other for a long time. In 1980s, alongside the emergence of New Right, when they deliver social services, it has brought some changes within the interaction between public and private sectors. This dissertation takes the Cycle-Devlopment Treatment Program for Person with disabilities as an exmaple and use the perspective of governance to analyse the dynamic relationship between them. In order to achieve my research purpose, it is necessary to collect imformation-rich data. This study adopts qualitative research method to collect data by using in-depth interview. Nine research subjects are interviewed, they work in Tai-chung and Chia-yi local governments and the private social welfare organizations which are delegated to provide CDT Program for Person with disabilities. The research findings are as follows: 1. The interaction between public and private sectors are like up-down hierarchy dependence relationship. Rational Goal Model of the perspective of governance is what they expecte, but the real strategy for private social welfare to maintain the relation is to follow commands from government. 2. Two sectors are intending to have long-term and inter-dependency relationship. They do not have competitiveness and innovation within their integration. Nevertheless, their relationship is effected by events and time. The relationship is dynamic state not static state. 3. Two sectors are not equal in terms of power; even so, they still need to cooperate to delivery services.
