2009年我國在農村再生條例的開展下,著眼社區總體營造由下而上的參與制度,兼顧軟、硬體建設計畫推動,藉以活化農村動力,解決農村社區發展問題。 南投縣國姓鄉南港社區近年積極投入農村再生計畫,成效卓著,堪稱典範。儘管資源有限,卻可以在2009年在行政院核定之「振興經濟擴大公共建設投資計畫─加速農村再生規劃及建設計畫」一案中,成為南投縣境內少數幾個農村再生的試辦社區。故本研究乃以深具客家屬性的南港社區為研究個案,藉由文獻分析、參與觀察與深度訪談等研究方法,探究南港社區如何透過協力治理的方式,與公部門、社區居民合作與互動,來達成彼此的共識,期望能將南港社區的經驗化為文字,供其他社區作為參與農村再生計畫之參考。本研究重要研究發現如下: 一、社區所擬定的農村再生計畫,硬體建設方面大多由公部門主導,軟體建設方面由社區負責,期以透過公私協力之治理模式以發揮最大功效;此計畫經過公開討論與表決通過,已相當程度凝聚社區共識。 二、計畫推動的特色包括:社區組織領導人的催化式領導、組織分工細緻、社區內各組織互動良好,並透過各項活動、會議與論壇凝聚社區意識,進而有效整合社區各項資源,讓社區朝著願景發展。 三、公部門與社區從「由上而下」與「由下而上」的協力過程中,因良好的對話管道建立起夥伴關係,並藉由雙方長期的承諾與共識的調整,凝聚出更為廣大的社會資本。
Since the implementation of Rural Regeneration Act in 2009, Taiwan has been focusing on the bottom-up community empowerment participation system while promoting software and hardware constructions at the same time. Rural community development issues are solved through the motivation of rural regeneration. Nangang Community in Guosing Township of Nantou County has been actively participating in the Rural Regeneration Plan during the last few years. The results are outstanding which make Nangang Community a role-model for other communities. Despite the limited resources, Nangang Community was one of the few communities in Nantou County selected as the pilot rural rejuvenation community in the “Economic Revitalization Policy – Project to Expand Investment in Public Works: Accelerating Rural Regeneration Plan and Construction Plan.” Therefore, Nangang Community with Hakka attributes is selected as the case study in the research. Literature review, participant observation and in-depth interview were used to find out how Nangang Community collaborates, interacts and establishes consensus with public sectors and community residents through collaborative governance. It is hoped to transfer the experience in Nangang Community into word descriptions to provide reference to other communities regarding the participation in the Rural Regeneration Plan. Important research findings found are shown in the following: 1) For the Rural Regeneration Plan formulated by the community, the hardware construction was mostly managed by public sectors and the software construction was organized by the community. It is hoped to use public-private collaborative governance to bring out the highest efficiencies. The Plan was discussed and approved by voting publically and has accumulated certain extent of community consensus. 2) The features planned to promote include: Facilitative leadership of community and organization leaders, Detailed organizational task division, Excellent interaction between organizations in the community and Accumulation of community consensus through activities, meetings and forums to in turn integrate all community resources effectively to allow the community to move towards its vision. 3)Through the top-down and bottom-up collaborative processes, the public sectors and the community established partnership due to excellent communication channel and accumulated great social capitals from the long-term commitment and consensus adjustment between the two.
