明星社區的過去、現在與未來：以四個社區為例

當代社區發展工作係以提昇社區生活品質為主要目標與理想，如何促使社區邁向永續發展遂成為一門重要的議題，具有豐富成果的明星社區對於永續發展亦應有所因應。本研究將從社區能力/資產概念出發，藉由社區利害關係人的觀點探討明星社區的發展歷程與優勢以及其未來走向或定位。本研究採取質性研究方式，針對10名社區利害關係人進行深度訪談與資料分析後，結果發現社區崛起的過程包含「外部」與「內部」影響因子，當前發展過程包含「正面」與「負面」影響因素，未來發展方向則包含「相關策略與行動」與「潛在議題」等。最後，本研究依據上述研究發現分別從政策面、實務面及學術面提出建議，政策面建議包括修訂法規、深植社區精神、重新思考社區發展的定位；實務面建議包括落實相關機制或行政流程、建構相關策略以培植人才與領導者、確立社區定位；學術面建議則包括強化專業協助與擴充社區研究資料庫等。

The goal of contemporary community development is to enhance community life quality, and towards sustainable community development is a big issue. Some communities that having some achievements have to cope with that issue, too. This study is from the concept of community capacity/assets, to investigate the development of the excellent communities, strengths and their future by stakeholders. This study is implemented by qualitative research, through the purposive sampling to select 10 stakeholders about their community. The data were gathered through in-depth interview and analyzed. Findings are the course of development of these communities in the past includes “external” and “internal” factors; the course of development of these communities in current includes “promoting” and “impeding” factors; the image of development of these communities in the future includes “developmental strategies” and “potential issues”. Finally, based on the findings, this study tries to make some suggestions for policy, community practice and the academia. In the policies, include amending laws about community, deeply rooted in the community spirit, and to rethink the positioning about community Development. In the practices, include implementing administrative procedures, building strategies to train human resources and leaders, to establish a community orientation. In the academic, include to strengthen the professional assist and the expansion of the community research database.
