文化產業政策網絡之分析：以嘉義市文化創意園區為例

嘉義文化創意園區是許多嘉義人或是外地來的旅客們，對於嘉義共同的記憶，過去是嘉義舊酒廠，創建於1916年，曾為嘉義人帶來繁榮與產業的復甦，在產業擴充與人口不斷的成長下，舊酒廠因應地方政府都市發展，遷建於嘉義縣民雄工業區，原址歷經單位變更及都市計畫程序後，成立嘉義創意文化園區，園區長期處於整建裝修中，近期才正式開始營運，然實際營運狀況不盡理想。　　本文旨在藉由「政策網絡」觀點，了解嘉義文化創意園區活動發展過程中，相關行為者彼此間的角色位置、資源互動與整合關係，其對於地方發展與政策網絡之影響與效益。隨著活動內容的創新與網絡行為者的努力及溝通協商下，促使嘉義文化創意園區的規模與發展更為進步，同時也提高其活動知名度。　　最後，綜合各章研究結果，明白嘉義文化創意園區間個網絡行為者對於活動之期望與彼此間的資源互動情況，透過了解地方政府與各單位間協調規劃的方式，以擴大嘉義文化園區觀光的提升、落實地方藝術涵養的增進。

The Chiayi Cultural and Creative Industry Park is a lot of locals or foreign visitors who shared memories for Chiayi, once the old winery of Chiayi, founded in 1916,once brought prosperity and recovery industries of Chiayi residents, industry continued to expand with the growth of population, Local governments in order to implement city development plan of old the winery, move to Minxiong Township in Chiayi County of industrial area, after a changing the internal government and city planning, creative and cultural park in Chiayi was established, this park is in a renovated state long, well recently started working, then the operating conditions are not ideal actually. This paper aims by "policy networks' point of view, to understand in the Chiayi cultural and creative industry park activity developing process, to know the related doer each other role position, interaction of resources and relationship integration, it influence of and benefit regarding place development and the policy network. Along with the active content innovation and the network doer diligently and under the communication consultation, urge the Jiayi culture creativity garden area the scale and the development are more progressive, simultaneously also enhances its awareness activities. Finally, the results of a comprehensive study of each chapter to understand the cultural and creative industries between Chiayi network actors expectations for activity and interaction of resources to each other, through an understanding of the local government units and coordinated planning among ways to expand tourism in Chiayi Cultural Park enhance the implementation of the promotion of local art conservation.
