南投縣英語史懷哲計畫之研究

A Study on the English Schweitzer Program in Nantou County

摘要


本研究旨在了解南投縣「英語史懷哲計畫」的背景、內涵、發展歷程與實施現況,分析參與「英語史懷哲計畫」的教育人員執行該計畫的意願與能力,及對此計畫的滿意度與意見;最後,探討教育人員知覺執行該計畫的影響因素與所遭遇的問題。 本研究採用文獻分析與問卷調查法作為主要研究方法,以「南投縣教育人員對英語史懷哲計畫之意見調查問卷」為研究工具,事先敦請14位學者專家進行專家內容效度的建構;隨後針對南投縣67所參與合作計畫的學校之校長、承辦該計畫的處室主任、該計畫的承辦人員與本國籍英語教師為研究對象,進行問卷調查;回收有效樣本為243份,可用率為79.41%。所得資料運用描述統計、單因子變異數分析、卡方考驗與半開放式問題的內容分析,加以歸納整理。 根據問卷調查結果,本研究發現南投縣教育人員有高度的意願執行「英語史懷哲計畫」,且南投縣教育人員知覺本身具有高度的執行「英語史懷哲計畫」的能力。在影響「英語史懷哲計畫」執行的五個因素中,教育人員認為「計畫本身」最為重要。教育人員對「英語史懷哲計畫」的執行結果感到滿意。教育人員對於「英語史懷哲計畫」執行滿意度,以「外籍教師」部分感到最滿意。教育人員認為「外籍英語教師的素質不一」、「外籍英語教師的教學經驗不足」,與「學校所分配到的節數過少」是執行「英語史懷哲計畫」所遭遇的問題。 根據研究結果與發現,本研究對南投縣主管教育行政機關、學校行政單位、學校教育人員與後續研究者提出建議,以供教育單位、學校行政人員、教師,與相關人員參考。

The main purposes of this study were to understand the background, connotation, development, and status quo of "The English Schweitzer Program"(ESP). This study analysed the willingness and capacities as well as the satisfaction and other opinions of educators who participated in the ESP. This study also explored the influential factors and the encountering problems perceived by educators in the execution of this program. “The Survey on English Schweitzer Program Opinions of School Educators in Nantou County” was compiled by the researcher through literature review. The subjects of this study included 67 primary schools and sampled from principals, administrative staff, and Chinese English teachers participated in the program in Nantou County. The valid questionnaires retrieved were 243 copies, and the response ratio was 79.41%. These data were analyzed by descriptive statistics, One-Way ANOVA, Chi-Square Tests, and content analysis. According to the findings of the survey, the results of this study were shown as follows: Primary school educators in Nantou County are willing to implement the ESP. Primary school educators in Nantou County thought that they were capable to practice the ESP. Primary school educators in Nantou County thought that "program itself" was the most important among the influential factors. Primary school educators were satisfied with the implementational result of the ESP. Primary school educators considered "the different quality of the foreign English teachers", "the foreign English teachers didn’t have enough teaching experience ", and "school obtained few teaching periods "were the main issues of the implementation of the ESP. According to the finalize of the research, the recommendations were made to the local educational authorities in Nantou County, the school administrative staff, the school educators, and the further researchers.
