村里層級坡地災害脆弱度評估之研究-以南投縣為例

摘要


臺灣位處易受颱風及地震侵襲之地區,為降低災害所帶來之損失,災害管理及減災勢必要實行。在針對災害評估及分析時,皆會納入脆弱度的概念,但目前尚未有研究發展出以村里層級的尺度下針對坡地災害脆弱度評估的方法,故希望藉由本研究發展出一套針對此尺度下脆弱度評估方法之研究。 本研究透過德爾菲-階層分析法進行村里層級坡地災害脆弱度評估,並選定公務界、學術界及利害關係人共10位專家進行調查。透過德爾菲-層級分析法得出15項影響因子並求得其權重,針對15項指標項目進行量化數值之蒐集,以南投縣坡地災害各影響因子計算評估成果可取得村里脆弱度排序,並繪製出南投村里坡地災害脆弱度地圖。 透過權重之調整可看出在不同權重配比下產出之脆弱度地圖,可看出有些村里先天條件就是暴露構面數值較高,但還是透過增加其調適能力的部分降低坡地災害脆弱度等級,防救災的相關整備能力還是在災時具有一定的重要性,仍是不可忽視的一個環節。另外,本研究與前期研究相比考量較多項影響因子,且增加考量各項影響因子之權重,這使整體脆弱度評估模式較周詳。透過影響因子權重探討及與前期研究相比較,可歸納出透過專家問卷獲得之影響因子及其權重,使用於坡地災害脆弱度評估中是較符合現實情況且較客觀可信,期許未來技術累進之後,影響因子的資料有更多蒐集之可能,可以增加其他因子項目,使得研究內容及深度更加完善。

In areas where Taiwan is vulnerable to typhoons and earthquakes, disaster management and disaster reduction are necessary to reduce the damage caused by disasters. In the case of disaster assessment and analysis, the concept of vulnerability will be included. However, there is no research to develop a method for assessing the vulnerability of slope disasters at the village level. Therefore, it is hoped that this study will develop a set of scales. Research on the method of assessing the vulnerability. In this study, the Delphi-hierarchical analysis method was used to assess the vulnerability of sloping land disasters in the village, and a total of 10 experts from the public service, academic circles and stakeholders were selected for investigation. Through the Delphi-level analysis method, 15 impact factors are obtained and their weights are obtained. The quantitative values of 15 index items are collected. The calculation results of the slope impact factors of Nantou County can be used to obtain the village vulnerability ranking and draw A map of the vulnerability of the slopes in Nantou Village. Through the adjustment of weights, we can see that the vulnerability map of output under different weight ratios shows that some villages have innate conditions that the exposed facet values are higher, but they still reduce the vulnerability level of slope disasters by increasing their adaptability. The ability to prepare for disaster prevention is still of great importance in the event of a disaster, and it is still a link that cannot be ignored. In addition, this study considers more impact factors than the previous study, and increases the weight of each impact factor, which makes the overall vulnerability assessment model more detailed. Through the influence factor weighting and comparison with the previous research, the impact factors and their weights obtained through the expert questionnaire can be summarized. It is more realistic and more objective and reliable in the assessment of slope disaster vulnerability. The impact factor data has more possibilities to collect, and other factors can be added to make the research content and depth more perfect.
