桃園航空城計畫整合與協調之研究─全觀型治理的觀點

在傳統官僚體制之下，政府機關各專業部門間溝通與互動不足，缺乏協調與整合機制，易產生非一致性的政策手段與目標。本研究所要探討的是桃園航空城計畫，分別由桃園縣政府與交通部來執行不同區域的發展，並由行政院專案小組共同規劃「桃園國際機場園區及附近特定區計畫」，所涉及到的層級與範圍更複雜，進而產生觀念上的差異，難以達成共識，形成中央政府與地方政府間各有各的規劃與執行步驟，影響該政策的執行進度。本研究藉由全觀型治理所強調的組織協調、治理整合等理念，來分析當前桃園航空城計畫的問題與缺失，瞭解該計畫各機關單位的互動情況與工作項目，探討計畫前後所做的變更與作為，並提出成立跨部會專案小組後的影響與作用，最後以全觀型治理的協調與整合策略，試圖提出可行的協調機制，整合各層級機關與相關部門的功能與資源，促進該計畫的發展。主要的研究發現為：桃園航空城計畫之全觀型治理協調策略，主要關鍵在於政府機關應以主動積極之態度來協調各組織間之關係；全觀型治理整合策略則重於各組織間應建立合作關係，以強化資源及資訊的整合。故桃園航空城計畫除了經由跨部會、跨層級的協調與共同規劃外，還需公私部門與地方民眾共同合作，方能順利推動該項計畫，提升桃園機場競爭力，實踐全觀型治理的理念。

In the bureaucracy, government agencies the professional of communication and interaction between departments is rarely, and lack of coordination and integration mechanisms, result in non-uniform policy objectives. This study investigates the “Taoyuan Aerotropolis Development Plan”, by the central government and local governments in policy planning and implementation is inconsistent. Respectively, The Taoyuan Aerotropolis Development Plan by the Taoyuan Government and the Ministry of Transportation to perform different regions. And the Executive Yuan ad hoc group to do this project. That is very complicated. Even of unable to reach a consensus. This research through holistic governance strategy can be analysis on Taoyuan Aerotropolis project of issues. And proposed setting up an inter-ministerial ad hoc group after the impact and role. Use of integration and coordinated strategy, trying to put forward a viable coordination mechanism, integration at all levels of authorities and relevant departments and resources to promote the development of the project. The main findings of this research are: Taoyuan Aerotropolis Development Plan’s coordination strategies of holistic governance, the key is that government agencies should be proactive attitude to coordinate the relationship between the organizations; integration strategies of holistic governance include among the organizations should establish partnerships to strengthen the integration of resources and information. Therefore, in addition to the Taoyuan Aerotropolis project through inter-departmental, inter- level coordination and planning, and need to work together between public sectors and non-profit or within private in order to successfully promote the program, to improve competitiveness on Taoyuan International Airport, and achieve the goal of holistic governance.
