南投縣警察機關勤務指揮中心結構功能之研究

1978 年時任警政署長的孔令晟先生，提出警政現代化方案，全面改造警政工作，他除了添購大量巡邏車、機車外，更購置直昇機，汰換警用通信系統，建置警察資訊系統、一一０報案電話。最重要的就是各警察機關成立勤務指揮中心；而南投縣警察機關亦不例外，以指揮、調度全面機動化的警力，在警政工作的發展史上，這些措施可說是劃時代的改革。勤務指揮中心在警察勤務運作中，可說是居於關鍵地位，所有外勤線上警力，都要接受勤務指揮中心調度、指揮。警察勤務條例第22 條規定：「各級警察機關之勤務指揮中心，統一調度、指揮、管制所屬警力，執行各種勤務。轄區內發生重大災害、事故或其他案件時，得洽請非所屬附近他轄警力協助之。」所以其功能與重要性不言可喻。然勤務指揮中心的功能在其後卻不見發揮，優秀人才也不願至勤務指揮中心，它的主管也多淪為待退人員安養之所，在整個警察組織中甚至可說勤務指揮中心是冷衙門，一個警政現代化工作中代表性的單位，卻變成沒有預算、功能不彰的單位，這其中的轉折，令人好奇。筆者曾身兼港警局勤務指揮中心主任，對此一現象有深刻體認，因此欲藉此篇研究，了解勤務指揮中心發展史，並探討其中原因，正所謂鑑往知來，盼以研究成果及建議，對身處Ｅ世代下的勤務指揮中心未來發展，有所裨益。

The Command and Control Centers of Police Office in Taiwan was established in 1978. Their original aims are planned to be the first hand executive branches of the police office to attack the crimes immediately. The C3I system (Command, Control, Communication and Information) should be conferred as the major indicators of these Centers. And then the C4I system (Command, Control, Communication, Computer and Information) is introduced to be the further modernization. Nowaday these Centers are established and operated for thirty years. It is the time to for us to review them by the theory of Structure- Functional Theory, which was presented by T. Parsons. This thesis aims at analysis the Structures and Functions of the Command and Control Centers of Nantou Police Office by the above theory. Firstly, we trace the backgrounds before their establishment. Second, the reasons of the establishments and their aims are analysed. Third, we study their structures, especially theis organizations, services, personal, and training etc. Fouth, their de facto operations are also the subject in our analysis. Lastly we conclude as a comprehensive analysis and present our some suggestions.
