小型規模國民小學整併之研究-教育人員觀點分析

摘要


本研究旨在探討對小型規模國民小學教育人員之整併觀點分析。其觀點面向主要為(一)機會公平觀點面向;(二)學習效能觀點面向;(三)學校規模觀點面向;(四)教育品質觀點面向等四個面向。透過不同教育人員背景變項與不同學校屬性變項,分析小型規模國民小學教育人員之整併觀點四個面向的差異。據此以提出結論與建議,冀能提供教育行政主管機關、小型規模國民小學教育人員及未來研究之參考。本研究以教育部統計公布96 學年度小型規模國民小學數(一百人為基準)佔該縣市國民小學總數比例順序前五名之縣市,分別為(一)澎湖縣;(二)台東縣;(三)花蓮縣;(四)南投縣;(五)嘉義縣,再依原住民委員會所公佈台灣地區之原住民與非原住民鄉鎮之教育人員為研究對象,以「小型規模國民小學整併之研究-教育人員觀點分析調查問卷」為工具,進行調查研究;並將蒐集到的資料,進行統計分析。根據問卷調查分析果發現,歸納出研究結論為:(一)小型規模國民小學教育人員之整併觀點屬於中上程度;(二)小型規模國民小學教育人員,對於整併之「學習效能觀點」面向,認同度最高,而整併之「機會公平觀點」面向,認同度最低;(三)小型規模國民小學教育人員之整併觀點,因年齡別、教育程度別不同而有所差異;(四)小型規模國民小學教育人員之整併觀點,不因身份別、性別、服務年資別、學校所在縣市、學校類型而有所差異。根據本研究之發現與結論,研究者認為教育行政主管機關應(一)積極正向宣導小型規模國民小學整併政策的目的;(二)了解小型規模國民小學需求,積極規劃完善相關配套措施;(三)持續關注小型規模國民小學整併後,對學校組織與社區發展的後續影響;(四)訂定小型規模國民小學整併具體可行的評估標準與相關法令,並加強與利害關係人溝通。而小型規模國民小學教育人員則必須(一)提升自身教學專業能力,透徹理解整併政策的內涵;(二)教育人員應敏於覺知教育趨勢,以因應教育內外生態環境的變遷;(三)小型規模國民小學生存的利基,在於教育機會均等與績效責任的兼顧。

The main purpose of this study was to explore the views of the educators in small scale primary schools toward school consolidation. Their perspectives are mainly listed as follows: (1) the perspective for a fair opportunity; (2) the perspective for learning effectiveness; (3) the perspective of the size of school; (4) the perspective of educational quality. Through the variables of different educators’ background and the variables of attribute in different schools, the study analyzes the differences between the four perspectives of the educators in small scale primary schools. According to the conclusions, it hopes to make suggestions in order to provide educational administration authorities and small scale primary educators for future research. The study was analyzed the top 5 counties namely (1) Penghu County; (2) Taitong County ; (3) Hualien County; (4) Nantou County; (5), Chiayi County, which in the statistics published by the Ministry of Education in the 96th academic year have the 5 most small-scale schools (criterion:100 pupils) in the county's proportion of the total of elementary schools. The samples of this survey are school teachers in primary school in the indigenous and non-indigenous townships defined by the Council of Indigenous people. The study adopts the questionnaire survey method and uses “Research on consolidation of small-scale primary schools--Survey on Perspectives of Primary School Teachers ” as the research tool. As the data analyzed, the conclusions are shown as follows: (1) The school consolidation- perspectives of educators in small-scale primary school reach a medium level; (2) The educators of small-scale primary school have the highest recognition on the perspective of “learning effectiveness of consolidation”, and the lowest recognition on the perspective of "a fair opportunity"; (3) The consolidation perspectives of educators in small-scale primary school vary due to age, level of education; (4) The consolidation perspectives of educators in small-scale primary school do not vary due to the identity, sex, length of service, counties and the types of schools. Based upon the above findings author raised about the suggestions are as follows: The researcher believes that Educational administrative authorities should (1) actively, positively promote the purposes of consolidation of small- scale primary schools; (2) understand the needs of small-scale primary schools, and actively adopt well-planned measures; (3) pay sustaining attention on the impacts of school organizations and community development after consolidation of small-scale primary schools. However, the educators at small-scale primary schools must (1) enhance the professional competence of their teaching and thoroughly realize the content of consolidation policies; (2) Those who are involved in the small-scale primary schools should be sensitive to the educational tendency in order to timely respond education-ecological changes; (3) The niche of survival of small-scale primary schools is based upon both equal opportunities in education and the responsibility of achievements.
