我國綜合高中實施學校本位管理之研究

摘要


本研究旨在瞭解我國綜合高中實施學校本位管理之現況及未來期望模式。並據以提出結論與建議,以供我國綜合高中實施學校本位管理之參考。 本研究採用文獻分析和問卷調查方法。首先透過文獻分析探討綜合高中的意義與學理依據,我國辦理綜合高中的相關規定並分析以瞭解學校本位管理的意義、內涵、參與成員的角色,以及我國現行有關學校本位管理的措施。其次,根據文獻探討結果,編製「我國綜合高中實施學校本位管理調查問卷」,進行調查研究,藉以瞭解學校教育人員對我國綜合高中實施學校本位管理時,對組織的權力結構及職位結構有何看法。 最後根據研究結論,提出具體建議。本研究調查對象為我國高中職校,自八十五學年度至九十學年度辦理綜合高中之國立學校。共計廿一所學校。發出問卷414份,回收326份,回收率74%,有效問卷315份。問卷處理採用SPSS for Windows統計套裝軟體進行統計分析。 綜合文獻分析與問卷調查所得之資料,得到以下結論: 一、學校本位管理是教育改革策略之一。 二、學校本位管理是一種歷程,並無特定模式。 三、我國綜合高中具有推展學校本位管理之條件。 四、我國綜合高中目前並未積極推展學校本位管理。 五、我國綜合高中,學校權力結構仍受科層體制及雙重系統之影響。 六、我國綜合高中推展學校本位管理,仍受相關法令之限制。 七、我國綜合高中推展學校本位管理,仍然受到重重障礙。 八、我國綜合高中之權力結構,實際與理想之間仍存有相當差距。 九、我國綜合高中組職員額編制應重新檢討。 十、學校不同職位人員對於學校內作決定權力結構看法上仍有差異。

The study aims at understanding the current situation and future ideal model of how school-based management works in comprehensive school in this country. Besides, based on the results of this study, suggestions will be proposed for the implementation of school-based management in comprehensive school. The objects of this study are the high schools and vocational high schools that have ever reorganized to be comprehensive school from the academic year of 1996 to 2001 in this country. There are twenty-one schools in total. Questionnaires of 414 copies are dispatched and 326 copies are returned. The effective samples acquired are 315 copies. The data is analyzed through statistical packing software “SPSS for Windows.” From the data of literature review and of questionnaire, the conclusion obtained are as followed: 1. School-based management is one of educational reform strategy. 2. The school-based management is a process without any rule. 3. The current comprehensive high schools in this country have the conditions to adopt the systems of school-based management. 4. The current comprehensive high schools in this country do not implement school-based management actively. 5. The current comprehensive high schools in this country are still influenced by traditional hierarchical and the theory of binary system. 6. The implementation of school-based management in comprehensive high schools in this country is still restricted by the related rules and regulations. 7. There are still a lot of obstacles in implementing school-based management in comprehensive high schools in this country. 8. There is a considerate gap between the reality and ideal in authority structure in the current comprehensive high schools. 9. It is necessary to examine the organization and size of school faculty in comprehensive high schools in this country. 10. The faculty of different positions in school have different opinions on decision-making authority structure of school.
