高中體育班學校設置運動訓練組可行性評估之研究-借鏡北部四所高中之經驗

摘要


本研究探討高中體育班學校設置運動訓練組之可行性,針對政治面、法律面、行政面以及經濟面等四面向進行可行性之評估,供欲設置運動訓練組之高中體育班學校參酌。研究方法以質性研究的方式,立意取樣北部地區曾設置運動訓練組之4所學校共12位教師(每校各3位)。以半結構式個別訪談輔以公文及法規等相關資料,以歸納方式進行內容分析。研究結果發現:一、個案高中體育班學校設置運動訓練組考量因素分別為教育主管單位支持意願、相關法規修改及彈性運用、學校規模大小、體育組工作業務量、體育組團隊共識、學校發展及校長支持意願、相關經費預算編列、校內人事配置調整、體育班學生之照顧、專訓教練之協助、體育組業務之分擔等11項。二、高中體育班學校設置運動訓練組可行性評估面向:(一)行政面:學校規模大、體育組工作業務繁重、體育組團隊共識、校務發展及校長支持等。(二)經濟面:相關經費預算編列、校內人事配置調整等。(三)政治面:學校透過與教育主管單位雙向溝通以達訴求、教育主管單位形成有效設置運動訓練組政策等。(四)法律面:學校運用法規之彈性設置運動訓練組、教育主管單位修改現行法規等。(五)其他面:體育班學生之照顧、專訓教練之協助、體育組業務之分擔等。基於上述結果,建議上級教育主管單位盡早形成有效設置運動訓練組之政策、修改相關學校組織規程之法規及增列設置運動訓練組之相關經費預算。而高中體育班學校若欲設置運動訓練組則須具備相當條件後即有設置之可行性。針對未來研究方面,建議可以擴及至其他行政區域並可以再針對教育主管單位之行政官員進行訪談;後續研究建議可輔以問卷調查法,讓數據及內容部分更加精確化。

This study explored the feasibility for setting up a department of student athlete training in four senior high schools. The feasibility of the political, legal, administrative, and economic aspects, and provided a reference for high school sports classes having intention to set up a department of student athlete training. The qualitative research method was used, aiming to sample a total of 12 teachers (3 from each school) in 4 schools in the northern region that had established sports training groups. Semi-structured and individual interviews, documents and regulations and other relevant materials were conducted. The content analysis was also used in an inductive manner. The results showed: I. Major factors that influenced the feasibility for setting up a student athlete-training department including the willingness of the education authority, the relevant regulations, the size of the school, the workload, and the consensus of the PE teachers, and school principals’ support. 2. The feasibility study showed: (1) Administrative aspects: large-scale school, heavy workload of the sports team, consensus of the sports team, school development, and support from the principal; (2) Economic aspects: budgeting of related funds, adjustment of personnel allocation in schools; (3) Political aspects: The school fulfilled its demands through two-way communication with the education authority, and the education authority forms a policy; (4) Legal aspects: the flexibility of regulations for setting up a department of student athlete training; (5) Other aspects: the care of the students in the physical education class, the assistance of the professional training coaches, and the sharing of the business of the sports team. If physical education administrative personnel in high school has intention to set up for setting up a student athlete-training department, the conditions and its feasibility need to evaluate in advance.
