策略聯盟夥伴特質與知識分享之研究—以桃園市內大學與小學合作打造知識城為例

摘要


近年來桃園市政府積極推動「打造知識城」的教育策略,希望透過策略聯盟的方式來結合大學、國中與小學之間的資源,以求達成資源互補與共享的目標,進而發揮知識加乘的效果。 本研究對象以A國小與B國小,兩所學校的四個策略聯盟個案架構下來進行研究分析,並以質性研究方式加以深入探討,透過訪談、參與觀察、文件分析等方式蒐集資料。旨在探討策略聯盟夥伴特質與知識分享等因素,研究結果發現如果想將目標順利達成,必須考量策略聯盟夥伴間能力的互補程度、信任程度與溝通理解程度對於知識分享意願的影響,以及對於績效的影響程度等,並且關係到未來的合作意願。 本研究結果發現A國小與B國小四個策略聯盟之所以能夠成功,主要原因在於策略聯盟間的資源與能力互補、活動規劃完善與相互溝通理解程度佳等,並發現透過策略聯盟能提高學校間的知名度與競爭力。在聯盟合作的過程也出現困難,例如:經費有限,使得計畫被迫緊縮;老師增加工作負擔,而今有所抱怨。

Recently, Taoyuan government carries out--‘Build Knowledge City’ education policy positively, who hopes to combine universities resources with junior high and elementary schools through strategic alliances to reach the goal of complementary resources and the effect of doubling knowledge. Although strategic alliances are often applied in business, non-profit organizations also apply this kind of strategy to enhance achievements and strengthen the ability to compete. Therefore, I hope I will know more about the influence of strategic alliances to academics through this study. I choosed two schools as case, A and B schools, having four different strategic alliances as my case studies by the way of interviewing, observing, analyzing document and qualitative research method to probe these cases’ factors of strategic alliance’s traits and knowledge share. I found if I wanted to get the results, I would have had to take complementary ability extent, trust, willing to communicate and share knowledge into consideration and known the school’s relationship about the willing of future cooperation and the influence of the results. I found that strategic alliances between A and B schools could be so successful due to their complementary ability and resources, well-planned activities and well communication to each other, in addition, found that it will raise school’s reputations and competition.
