鐵皮工廠消防安全精進之研究-以新北市蘆洲區為例

摘要

新北市政府消防局列管之工廠高達兩萬七間，其中違章鐵皮更是佔了其中一萬五千間之多，而這些違章鐵皮工廠為了節省興建成本及時間，並得到土地最有效的運用，大多為連棟鐵皮屋的興建方式，以往消防搶救過程中，鐵皮建築的火勢延燒比鋼筋混泥建築更為迅速，且鐵皮建築在高溫燃燒時經過消防搶救降溫射水下，鐵皮內部結構改變成脆化造成坍塌，往往會造成消防人員的傷亡。
本研究是以新北市蘆洲區為例，自民國99年起，全面清查違章鐵皮工廠，並依法要求其消防設備的改善；藉著年度的消防檢修申報，並根據工廠規模及員工的人數，要求實施防火管理，其次，經由統計分析，了解鐵皮工廠是否因消防安全的改善，而有效降低火災發生之成災率。最後，透過專家訪談得知此專案的實施，能否幫助違章鐵皮工廠的業者，降低火災造成的財物損失，提升業者們對安檢人員的執行滿意度及消防法規的認同，進而達成蘆洲區違章鐵皮工廠消防安檢之成效。
本研究結果可供各縣市政府消防局參考，依照新北市蘆洲區目前安檢小組的執行現況及成果引用至其他區域，藉以提高違章鐵皮工廠之消防安全和保障廠內人員生命財產安全。

The number of factories New Taipei City registers under administration is up to 27,000among which the squatters built of iron sheet are more than 15,000In order to cut down the cost of construction and to use the land most efficiently ,these illegal factories are usually constructed closely to each other .However , from the past experiences of fire rescue ,the fire spreads much more swiftly in iron sheet houses than it does in concrete-steel buildings . Besides ,under high-temperature combustion ,embrittlement is prone to occur in the metals after fire extinguishment due to the inner structure change ,which often results in building in building collapses and causes heavy casualties of firefighters.
This research takes Luzhou District in New Taipei City as an example : since 2010 ,authorities has been thoroughly inspecting unlicensed iron sheet factories and demanding improvement of fire safety equipment of fire prevention management is also required by means of annual inspection and declaration. Moreover , statistical analysis is made to understand whether the advancement of fire safety of the iron sheet factories can efficiently reduce fire occurrences . In the end , through expert interview and consequence analysis of questionnaire survey ,this project is examined to see if the fire-caused property damage of the factory owners can be minimized carried out by the inspectors and approval for the fire regulations ,and further to achieve the effect of fire security inspection of unapproved iron sheet factories in Luzhou District.
The consequence of this research can be taken for reference by the country/city government fire department nationwide ; the current situation and result of fire security inspection execution in Luzhou District in New Taipei City can be recommended to the other areas ,for the purpose of enhancing fire safety of the unpermitted iron sheet factories and assuring life and property of the personnel .
